He was the Head of State for the Soviet Union. The Warsaw pact is a military agreement that includes several other European countries that became real 1955 in May. Once it was released it caused the fall of The Berlin Wall. After it was out in the world Gorbachev faced policy pressures that weakened his position in Soviet. When it became clear to Soviet workers they decided to leave because they didn't like the weak leader. This lead to him deciding to sign a document that ended Soviet.
