IDEA was enacted in congress in 1975 to ensure that children with disabilities have the opportunity to receive a free, appropriate public education.

Part B of IDEA is services for school aged children ages 3-21 that are free of charge through the public school system. Services covered are physical, occupational , and speech therapy along with supplementary aids such as adaptive equipment or special communication systems.

Part C of IDEA is early intervention for babies and toddlers. Depending on the child's needs, early intervention services might include family training, counseling, and home visits.
