         <description><![CDATA[<div>When the Mexican-American War was over, there was a large debate over slavery in the new territory. Southerners suggested that slavery be permitted in the South of the new territory, and banned in the North.   The North rejected this.  California applied for statehood in 1849 and the North accepted them while the South argued it destroyed the balance between free and slave states.</div>]]></description>

First, it admitted California to the Union as a free state and allow the New Mexico and Utah territories to choose if they wanted slavery or not.  The plan also effectively abolished the D.C. slave trade, and finally, it added harsher fugitive slave laws to please the South.</div>]]></description>
