Pennsylvania case which ensured children with developmental disabilities have access to public education. The court ruled that no child could be denied a public education because of mental, learning disabilities, and behavioral issues. Funding must be distributed equitably to provide the services and programs needed for children to receive a publicly supported education. Children were guaranteed an education that included any support or services needed for the child to be successful.

Doe mrsrhilliard https://padlet.com/mrsrhilliard/kpjenyfq2xvlolc5/wish/2068629909 The Court ruled that a school district may not exclude or expel a disabled child from the classroom setting for dangerous or disruptive conduct growing out of their disabilities. Created a ten-day rule which allowed schools to suspend a child for up to ten days without parent permission or court intervention. Furthermore, students could not be removed from school if the inappropriate behavior is a result of their disability. The Functional Behavioral Assessment was developed to access the relationship between the child's misconduct and disability. Any placement changes must be discussed in the IEP meeting.

Rochester, New Hampshire, School District mrsrhilliard https://padlet.com/mrsrhilliard/kpjenyfq2xvlolc5/wish/2068635012 The Court stated the Purpose of the Education for All Handicapped Children Act was to ensure all handicapped children receive a Free and Appropriate Public Education (FAPE). The court also stated that related services were also defined as equally important as special education needs. Thus, related services, such as OT, PT, SLP, AT, socialization, eating, dressing, and daily living skills are all encompassed under related services within the act. Students with severe disabilities are protected and services are included in special education services.

The act is currently known as IDEA and requires all public schools with federal funding to provide equal access to education to children with physical and mental disabilities. 
IDEA is composed of six main elements. These six elements include Individualized Education Program (IEP); Free and Appropriate Public Education (FAPE); Least Restrictive Environment (LRE); Appropriate Evaluation; Parent and Teacher Participation; and Procedural Safeguards. In addition, there are other supplemental components to IDEA such as Confidentiality of Information, Transition Services, and Discipline.

Bush. The act ensures people with special needs will have the same rights as others including in work and school. The act states people with special needs cannot be discriminated against in schools, the workplace, and everyday society. Schools must make educational opportunities, extracurricular activities, and facilities open and accessible to all students.
