According to the Declaration of Independence, the government gets its power to govern from the people that it governs. As the Declaration says, Governments are instituted among Men, deriving their just powers from the consent of the governed. In 1792, Congress passed the Militia Law of 1792. This law allowed Congress to raise a militia to “execute the laws of the union, (and) suppress insurrections.” It was the late 18th century and the national government was low on cash. In order to raise money, Congress passed a 25% sales tax on liquor. Anger about the tax was along the frontier from Pennsylvania to Georgia.
