Day 1 morning overview was rushed, too content heavy and too "theoretical" - next year we could instead give it more texture by layering them in parts via some integration with other items in the programme, for e.g.:
Part 1: Day 1 morning - coverage of the evolution of SG ed system till 1997 - this will be short since we currently only provide a "sweep" of its history (in addition to the coverage on context/Governance /statistics). Augment this with an afternoon excursion to MOE Heritage Centre to give them more context and allow them to "hear and learn" through a multi-sensory experience, to help them relate back to what they heard from us in the morning.
Part 2: Day 2 morning (before DGE): We cover the last 2 phases but focusing on 'Learn for Life' and ONLY the 2 or 3 key key initiatives that seeks to make that seismic shift in our edun mindset and practices. This could then be followed by DGE's dialogue where these things are fresh on their minds - so their engagement (questions fielded) with DGE will be more engaging compared to what panned out in this year's experience at this session with DGE.

Also have welcome lunch at a restaurant (similar to farewell lunch) since cost of the special bento sets were similar to the quotation for the welcome lunch.

Another is the morning snack - if the hotel does provide them with a hearty breakfast ... maybe the following could suffice for morning tea and save more money for a better lunches when we cater in lunch:
1. coffee, tea and water (where there is no MOE dispensing machine)
2. traditional local Singapore tit-bits that are easy to eat and the ones that participants will instinctively reach out for - e.g. prawn crackers, a range of old traditional candies sweets that we eat when we were kids (the ones with a colourful twirl topping a round button biscuit), love letters, pineapple tarts, kuai lapis, cuttlefish strips etc. These could be bought before the 2-week program with a trip to the local heartland mall/housing estate sundry shops.

If this programme continues in steady state, i understand that the number of US FL coming to SG each year will not be the planned 10 pax like this year's (2 batches for 2021-22 groups) but only 5. Am wondering whether it is worth the energy and effort if we are hosting 2 weeks for only 5 US FL each year. Would the current numbers we had for 2022 be a more optimal one to worth our effort and time spent? What would US side think? We can still keep to 5 from our side since our people going over is hosted under a different model (ie via their Fulbright Alumni and not centrally by their ministry - not withstanding the 3 days at D.C.)

For the daily duties for the 2 weeks we don't need so many Associates/Snr Consultants around except for key points in the programme. 1 Associate/Snr Consultant and 1 SA would suffice as resource person and staffing officer per day.

For the planning and organising prior to the actual 2 weeks, 2 SAs would be helpful to spread out some of the work (in addition to the suggestion of setting up sub-committees to allocate the various pieces for planning).

When it comes to the 2 weeks, to lighten the 2 SAs daily load over 2 weeks, we can have all 4 SAs rotate, 1 for each day. So not counting the first and last day, each SA need only be present for 2 days. This in total means each SA is "on duty" only 2 days per week. The same could be said of the CEL Associates if all are roped in to share the 2 week's hosting.

If the school visits could be split across the first and second week, perhaps the schools could also focus on the issues/topics that were covered in the specific weeks. This would enable to US FLs to see the policy implementation at ground level.
