President Lyndon Johnson had increased spending on Vietnam while launching his ‘war on poverty’, causing inflation in the U.S. During President Nixon’s term, OPEC stopped sending oil to the U.S. which caused oil prices to rapidly increase, causing an energy crisis. President Ford had tried to stop inflation with his WIN program, which ultimately failed. In 1978, congress passed the National Energy Act, which offered tax credits as a reason for people to conserve energy.
