         <description><![CDATA[<div>He was born on January 18,1689. He was born in Bordeux, France. He was first born in a rich family due to maternal connections to the barony. His soldier father had a noble lineage so therefor he was put in a poor family during his childhood. At the age of seven his mother died.</div>]]></description>

         <description><![CDATA[<div>he was first taught at home then he was taught by the village. He was sent away to real school in 1700. The school he went to was Collège de Juilly which was close to Paris. It was much patronized by the prominent families of Bordeaux and the priests of Oratory to whom  it belonged and provided a sound education on enlightened and modern lines. He left there in 1705 to continue his studies at the faculty of law at University of Bordeaux and became an advocate in 1708. Soon after he moved to Paris to obtain practical experience in law. </div>]]></description>

In 1721 he published his Persian<a href="https://www.britannica.com/topic/Persian-Letters"><em> </em></a><em>Letters </em>in which he gave a brilliant satirical portrait of French and particularly Parisian civilization, supposedly seen through the eyes of two Persian travelers.</div>]]></description>

So the government can not place too much power on one individual or one thing. In his most famous book "On the Sprit of Laws" published in 1978 he states how he think the government could best work.</div>]]></description>
