They control society by monitoring everything people do.  If two people wanted to get married, they will deny them the opportunity to get married if they suspect they may have any feelings for the other person whatsoever.  They do that in order to keep people believing they are wrong for engaging in sexual activities and it should not be enjoyable. They monitor and control people with telescreens and control their emotions. The people of Oceana are not allowed to feel  and sense anything towards others even if they are in a relationship. Sex is used for the growth and reproduction of the human population, not for actual intimacy and pleasure. It is a very intelligent manipulative way, for controlling the whole population into doing exactly what you want. Monitoring and controlling is the best strategy to dictatorship and reign of despotism.
