The different Committees are Standing committee, select committee, and joint committee. 
Each party assigns its own members to committees.
The committee makes an initial determination if the proposal should go forward in the legislature.

If a bill passes, it moves on to the Senate, then Senate passes the bill on to a committee, and if reviewed sent back to Senate and House for approval.
 Senate and House of Reps debate and amend the bill and if it passes in either it moves on.
A roll call Vote happens when voting so people know who voted for what.
The reason they vote this way is so it's an immediate response and so people can't say they voted one way when they actually voted a different way.
No you do not have to vote, It is not required for you to vote and you can abstain from doing so.
