         <description><![CDATA[<div>The recruiter would need to establish that economic necessity was a factor in these moves by completing the Oregon Additional Form and the children would have to make each move with or to join the worker.&nbsp; Weekend moves will be questioned, especially if the moves are done once every three years and not showing a history or pattern of these moves for the family. The intent of the MEP is to qualify eligible children. The law was created to serve migrant children who make qualifying moves with their families and due to their migrancy, have their education disrupted.</div>]]></description>

The form is part of the Quality Control Process and it will be reviewed and included during the re-interview process. It is essential to keep documentation that show that the family is meeting the eligibility guidelines. See #3 above for more information.</div>]]></description>

         <description><![CDATA[<div>In Oregon, any person or family has the right to engage in any work, including in agriculture or fishing employment but it is Oregon’s responsibility to qualify this person and child for the MEP. Oregon is responsible for qualifying and serving only eligible children. Is this school employee moving to see relatives, take a vacation, or move to engage in new qualifying work, and/or other reasons? The MEP serves eligible children who truly need the services under the Title I Part C program. Just because the family works in agriculture or fishing, it does not mean the children qualify in the Oregon MEP. Outside of the random selection process, the re-interviewing procedures does allow the MEP to select any family to verify and determine if the family qualifies.&nbsp;<br><br></div>]]></description>

         <description><![CDATA[<div><em>Need more information.</em>&nbsp; The Oregon Short Duration Move Policy states that the minimum duration of a move is 3 days engaged in work and a series of 3 moves is required in a 12 month period.&nbsp; The recruiter would need to know how long these moves are for the worker to be engaged in the work and determine if the children meet the definition of migratory child.&nbsp; If children are joining the family for a visit in the new location, that would not indicated a qualifying move.&nbsp; Here is a description from the NRGs that we should keep in mind:<br><br></div>]]></description>

         <description><![CDATA[<div>The recent Oregon policy of moves of short duration provides direction on how a migratory worker and migratory child must stay in a new place long enough to show that the worker and child “moved,” i.e., changed residence due to economic necessity. It specifies the number of moves and days and moves from previous guidance of the 72-hour qualifying move. This question and similar scenarios will be treated on a case-by-case basis. An important part of this and any other scenarios, is to look at the history of the migratory worker and child(ren). Additional questions may be considered such as “Is this a one-time move in the last three years” and others. Asking good questions, such as open-ended, indirect, probing, and other ones will help the recruiter gather the needed information.</div>]]></description>

This job lasted only a few months and led to a period of unemployment. On March 12, 2023, the family moved to Lincoln City, OR where Herman got a job working at a casino. The family was found by you, the recruiter, in April of 2023, and you completed a COE for the 2 children.&nbsp;</p><p>After a few months the family moved to Las Vegas, Nevada where Hernan took a job in a casino once again. On January 10, 2024, the family returned to Lincoln City, OR and was not successful in securing employment. You interview the family again today.&nbsp;</p>]]></description>
