Part of that is actually being literate in the most traditional sense of the word- like knowing how to read and interpret info. Part of that is being able to read and understand data and comprehend how scientific ideas are created formulated. To me that means not just having an ability to skillfully analyze and interpret data, but also having a clear understanding of the Nature of Science.
