You control how they communicate, their grammar and sentence structure. You control everything about how they communicate and therefore control the people. For Deaf people their normal way of communicating is not the norm. for people who can hear. So throughout society and history they have been put down for the way they speak, so to me the quote means that if you just leave people alone and let them be themselves then they are able to express themselves and be who they really are.
