Teachers have lives before/after school. Rarely do I see teachers before 7:50am or after 3:30pm at my school. I have NO IDEA how they manage to prepare and get through the year with such little prep time. They have got it figured out and I have not! 

I think incentives such as small door prizes or challenges among the teachers to be means of getting them to attend the sessions. I have to admit I may not attend because my time in my room is valuable to me. I live over 30 minutes away from my school and feel very overwhelmed with all my requirements of paperwork, data collection, lesson planning, etc. If these sessions would help me get through these tasks quicker and more efficiently, maybe I would attend.

I think this is a good time to build rapport with each other, and have some chill time outside the school. We also do some fun things throughout the year. I know at my old school during teacher appreciate week the teachers used to get massages.

Our school tried implementing a night every week where we all got together and had popcorn, snacks, and rotated rooms. There would be only a few teachers that showed up. It was nice for us to be able to connect to one another and just talk about our lives outside of the education world. Adding yet another requirement on teachers will not be perceived well. We set up monthly after school events for teachers- usually something active like a volleyball game or exercise video. Even when offering board credit hours for actives people still don't stay committed. The most important part of this is to help people realize that they are helping themselves and making themselves happier in the process to better serve the students. I'm unsure if they should be offered an incentive for this program.  However, when we look at the number of teacher burnout each year, it might be worth it to help districts keep teachers and decrease turnover.

No one seems to want to participate in these things. Not unless they get paid, get free food, or it's their evaluation year. There are even a couple teachers that barely do what they are supposed to do let alone volunteer for a little extra. Once their PD hours are done, they don't care.

Teachers will want to see an example of what a typical session looks like, and data to support it. The teachers who want to participate will participate, and those who are in it only for the incentive won't get the full benefit from it. The challenge will always be time, not everyone will be available.
A teacher in my school does yoga twice a week after school and cardio twice a week. Teachers are welcome to attend or not. Some weeks more participate and others less. 
Offering it wouldn't be a bad idea, but it would take time for teachers to warm up to it.

Food and money are the two that I feel teachers would be more apt to show up for (at least it's true for me)

I think incentives would have to be offered for people to participate. This may be something valuable during a PD 1/2 day or during a time when teachers are getting paid. I think it's easier to voluntarily go to something like this if you're getting something tangible in return (food, free exercise class, money, etc.)
