         <title>HISTORY OF WESTERN LIBRARY NETWORK (WLN)</title>

         <description><![CDATA[<div>&nbsp;<strong>&nbsp; </strong>The Western Library Network (WLN) is a general-purpose bibliographic utility that offers online cataloging support and related products and services . Originally known as the Washington Library Network, WLN was formed in the early 1970s to support resource-sharing activities by libraries in the state of Washington. Its first project was a batch-processed union catalog produced in 1972. An online cataloging support system, programmed by Boeing Computer Services under contract to the Washington State Library, was introduced in 1975. It became fully operational in 1977.&nbsp;<br>&nbsp; &nbsp; WLN began as a network of nearly thirty Washington libraries but now provides services to 120 libraries. Additionally, WLN offers its computer program software to other libraries or networks that have their own computer facilities and want to duplicate (not join) WLN. WLN has an on-line union catalog and can also produce Computer Output Microform (COM) catalogs for its libraries. &nbsp;<br>&nbsp; &nbsp; &nbsp; Western Library Network (WLN) was a successful general-purpose bibliographic utility started in early 1970s by the state of Washington (USA) as state-library-sponsored automation system ‘Washington Library Network’. At that time, it appeared to serve libraries in the state of Washington with excellent cataloguing information and related products for resource sharing. The WLN online system was introduced in 1975 and became fully functioning in 1977.&nbsp;<br>&nbsp; &nbsp;WLN's organizational and governance form has changed several times since its inception. It originally operated as a division of the Washington State Library. In 1979, the Washington State Library Commission established a Computer Services Council, elected by WLN participants, with oversight responsibilities. That group later changed its name to the Network Services Council.&nbsp; &nbsp;<br>&nbsp; &nbsp;The WLN began serving 10 Washington libraries. It originally operated as a division of Washington State Library. It changed its name and became ‘Western Library Network’ in 1985, and in 1988 WLN was established as a private non-profit corporation.That recommendation became effective in July 1990. The day-to-day management of WLN is the responsibility of its President/ Chief Executive Officer.&nbsp;<br>&nbsp; &nbsp; &nbsp;Throughout the late 1980s and early 1990s, WLN was a regional bibliographic utility network serving only western region of North America, particularly, the Pacific Northwest. Later it expanded to other states of USA and Canada.<br>   &nbsp;That geographic service reduction has since been removed. The WLN online system remains a regional bibliographic utility, however. Approximately 40 percent of the customer base for its online cataloging system are located in the state of Washington, with the most of the remainder in Oregon, Idaho, Montana, Alaska, California, Arizona, and British Columbia&nbsp;</div>]]></description>

         <title>HISTORY OF INTERNATIONAL FEDERATION OF LIBRARY ASSOCIATION AND INSTITUTION (IFLA)</title>

         <description><![CDATA[<div>&nbsp; &nbsp;The true origins of IFLA are best understood in the context of the resurgent supranational movements toward union that characterised the 1920s postwar period. The results of the massive damage done by World War I had a significant impact on these merging patterns. Then there was the brilliance of a young League of Nations, which generated immense hope and heightened individual States' sense of their responsibility to foster cooperation and collaboration across national boundaries to an unusual degree. Gabriel Henriot has been dubbed the spiritual father of IFLA with good reason. He was President of the French Association of Librarians and a lecturer at the American Library School in Paris at the time.' National associations were to designate delegates to the Standing International Library Committee.<br><br>&nbsp; &nbsp; Its purpose was to decide on the location and timing of formal international congresses, and to be based at IIIC Headquarters. On September 30, 1927, the International Federation of Library Associations (IFLA) was founded. Under the auspices of IFLA, the inaugural World Congress of Librarianship and Bibliography was held in Rome in 1929, with further sessions held in Florence and Venice. The International Library Federation's inner structure was consolidated in the decade leading up to World War II, and its range of influence continued to expand due to its expanding membership and considerably enhanced power in the area of cultural policy. In 1930, IFLA had 24 national member associations from 20 countries, 34 from 25 nations in 1935, and 41 from 31 countries in 1939, which also included two international groupings. Apart from the United States, there were library organisations from China, India, Japan, Mexico, and the Philippines, as well as Egypt and Palestine since 1936. When China and India insisted on holding the 1936 annual session in Asia, IFLA was forced to disappoint them, declining the offer due to budgetary constraints. The broad lines of library policy and the aim of international library collaboration were primarily set by the Presidents. Isak G.A. Collijn (1927–1931), Director of the Royal Library in Stockholm, was the inaugural President. He was a renowned scholar, principally an incunabulist and medievalist of worldwide renown, who combined a broad cultural background with excellent language abilities.&nbsp;<br><br>&nbsp; &nbsp;William Warner Bishop, Library Director, University of Michigan, Ann Arbor (1931–1936), was not only an exceptional expert on European librarianship and its unique requirements and challenges, but he also embodied the best American library traditions. This combination has shown to be highly beneficial to international collaboration. Marcel Godet (1936–1947), the third President, delivered notable inaugural remarks. Since 1928, he has been the Director of the Swiss National Library in Berne and a member of IFLA.<br><br>&nbsp; &nbsp;World War II and the Postwar Reconstruction Period (1939–1951). Because of the political and military changes precipitated by World War II, IFLA's activities were effectively halted. Only in 1947 were international gatherings able to restart. Godet was eventually able to pass the presidency to Munthe in 1947. He would have preferred to relinquish his position in 1939 for political and health reasons, but due to the difficult situation of the time, when the German side, which was obligated to represent the National Socialist regime officially, was laying claim to the leadership of IFLA, he was unable to do so. The signing of a formal agreement between UNESCO and IFLA was one of the most significant events of the Oslo Session.<br><br>&nbsp; &nbsp;W. Munthe (1947–1951), the fourth President, was appointed Director of the Royal University Library in Oslo in 1922 and stayed there until 1954. Munthe was a member of the old IFLA guard, thus he was familiar with the organization's requirements, issues, and duties. Growth Crisis and Fundamental Reorganization (1952–1969).<br><br>&nbsp; &nbsp; &nbsp; The rapid loss of validity of conventional conceptions, structures, and working techniques that predominated in IFLA during the early postwar period can be explained in a variety of ways. They had grown too limited and patriarchal, and their inadequacy and the urgent need for reform were more apparent in the early 1950s. In 1950, Europe's withdrawal from the world's centre, the end of the age of imperialist colonialism, the rising participation of socialist nations in cultural cooperation, and, finally, the Third World's stronger self-assurance and demands based on its needs were all factors. There were 250 members from 52 countries by 1970. In 1971, the secretariat was relocated to The Hague. By 1974, IFLA had 600 members from 100 countries, making it the world's largest library organisation. The all-around collaboration of IFLA during the UNESCO-sponsored International Book Year 1972 will be remembered for a long time. Last annual Sessions, which had become a particularly important institution since 1971, with its valuable pre-session workshops for librarians from poor countries. Moscow (1970), Liverpool (1971), Budapest (1972), Grenoble (1973), Washington (1974), Oslo (1975), and Lausanne (1976) were all significant turning points in IFLA's recent evolution toward new frontiers. In 1976, the membership qualifications were amended to include institutions, libraries, library schools, and bibliographic institutes, in addition to library groups. The term Institutions was added to the organization's name at this time. Since then, more membership categories have been added, including personal affiliates. The International Federation of Library Associations (IFLA) presently has over 1,400 members from over 140 countries.</div>]]></description>

         <title>HISTORY OF BERNAMA LIBRARY AND INFOLINK SERVICE (BLIS)</title>

         <description><![CDATA[<div>&nbsp; &nbsp;BERNAMA Library and Infolink Service (BLIS) is an information-rich and convenient research portal that provides access to news and significant information about Malaysia. To be exact, The Malaysian National News Agency, BERNAMA is a statutory body under the auspices of the Ministry of Communications and Multimedia. In addition, BERNAMA is set up under the Act of Parliament in 1967 and established on 30 August 1967 then began its operation on 20 May 1968. Starting from 15 January 2001, library was known as Information Centre and Library (Infolib) and Information Centre and Library News (InfolibNews) from June 2014 onwards. InfolibNews starts to operate at garage of an old bungalow at no. 222, Jalan Pekeliling (now known as Jalan Tun Razak) on 1968 before moved to Wisma Belia, Jalan Syed Putra (1971), MCOBA building, Jalan Syed Putra (1978), and Ground Floor of Wisma Bernama, Jalan Tun Razak (2<sup>nd</sup> May 1984). On 13<sup>th</sup> September 2008, InfolibNews starts to operate at 8<sup>th</sup> floor of Wisma Bernama and later at 11<sup>th</sup> floor of the same building.&nbsp; &nbsp;<br>&nbsp;<br>&nbsp; &nbsp;Until 2017, the number of BERNAMAs’ employees is about 700 peoples including more than 400 journalists, editors, photojournalists and video cameramen at its headquarter at the BERNAMA building and bureau in all states in Malaysia but this number is constantly increasing until year 2021. In order to enhance the local and international news, BERNAMA also has correspondents in Singapore, Bangkok, Jakarta and stringers in the United States, Nepal and Europe. This worldwide companionship will ensure BERNAMA to cover all Malaysian news events, local and global importance. As an information provider agency, BERNAMA is continuously conducting research to upgrade the quality of its product and services which include real-time financial information, real time-news, an electronic library, dissemination of press release, event management, photo and video footage. Other than that, the products produced by BERNAMA are Portal services (bernama.com), Newswires, Images, BLIS (BERNAMA Library and Infolink Service), Media Relations &amp; Event Management, BERNAMA News Channel (Astro channel 502), BERNAMA Radio at 93.9 FM &amp; 107.5 FM and products by UXERA (IT Systems and Solutions).</div>]]></description>

         <description><![CDATA[<div><strong>MISSION AND VISION</strong><br>&nbsp; &nbsp;Two libraries approached the International Federation of Library Associations (IFLA) for feasible examples of purpose and or vision statements for government libraries, we researched several posted and publicly accessible examples from the websites of some government libraries all throughout world. This is a collaborative effort by members of the IFLA Government Libraries Section, and it will be updated as new statements are discovered. The aim of a mission statement for a library should be communicated, as well as the means through which that purpose will be achieved. <br><br>&nbsp; &nbsp; The ultimate purposes of the library within the boundaries of the parent organisation should also be included in the mission statement to give a unity of direction for management, common expectations for staff, and to express to patrons and clients exactly what the library serves and represents. The variations and similarities between mission statements and vision statements are minor. <br><br>&nbsp; &nbsp;The mission statement is more strategic and goal-oriented. It motivates employees to reach specific goals by motivating them to satisfy precise expectations. Overarching mission statements apply to the entire company, business, or library. A librarie's vision statement describes how it perceives itself within its parent company and in service to its consumers. The vision statement complements the corporate mission statement while also providing a roadmap for employees to follow within their work units in order to achieve corporate goals and, ultimately, the corporate mission. All the library in the world must followed the mission and vision of what are state on the IFLA.<br><br><strong>OBJECTIVES<br><br></strong>&nbsp; &nbsp;The primary goal of IFLA is to demonstrate the need for a national bibliography. They must do bibliography in order to compete with other bibliographic services as new sources of information become available via the internet.<br><br>&nbsp; &nbsp;The first of the three main goals is to aid libraries with cost-cataloguing. The second goal is to make it easier for libraries to pick and acquire materials. The final goal is to improve information retrieval and search for document delivery. Those goals are still relevant. Today, the environment in which such goals are implemented is changing.</div>]]></description>

In 2018, national library of Malaysia has subscribed to 18 online commercial databases and e-books consisting of 57,607 titles and one of the database available for users in U-Library portal is Bernama Library &amp; Infolink Service (BLIS) including Library Press Display, iG Library, Emerald Ebooks Collection, Overdrive e-book, e-Brary, EBSCO Host and Zinio emagazine.<br><br></div><ul><li><strong>PETRONAS Resource Centre Digital Resources</strong></li></ul><div>BLIS offers a variety of resources to help in your research, inquiry, and analysis, including current and archive news from BERNAMA, which includes over 4,768,880 pieces on local news and 279,227 items on international news. It also includes more than 9,162 biographies or profiles of Malaysian individuals, as well as more than 9,712 full text speeches, Malaysian facts and statistics, sectoral reports, directories and links to BERNAMA's Resource and Information Center.<br><br></div><ul><li><strong>Tan Sri Dr Abdullah Sanusi Digital Library, Open University Malaysia</strong></li></ul><div>BLIS (Bernama Library &amp; Infolink Service) is an electronic library that provides Malaysian news and information. Through an online information database, researchers, journalists, government officials, and business strategists can access a comprehensive library of news on events in Malaysia, industry reports, economic, trade, and consumer statistics, as well as data on Malaysia's top personalities. BERNAMA's wire services, international news wire services, and research groups contributed to the content and a sophisticated search engine can swiftly limit down a person's search for relevant information.<br><br></div><ul><li><strong>Science &amp; Technology Research Institute For Defence Library (STRIDE Library)</strong></li></ul><div><br></div><div>STRIDE’s Library is registered with NLM for local and international journal access purposes and has subscribe to BLIS in order to obtain news on e-magazine and e-newspaper. This is parallel to their vision which is to develop quality collections and to provide efficient, systematic and user friendly facilities and services.</div><div><br></div><ul><li><strong>Hamzah Sendut Library, Universiti Sains Malaysia&nbsp;</strong></li></ul><div><br></div><div>BLIS published by BERNAMA. All products and services have fallen in ownership of OCLC. Its union catalogue records were added to WorldCat, the online union catalogue of OCLC. <br><strong><br>RESEARCH LIBRARY GROUP (RLIN) <br></strong>&nbsp;WLN is collaborating with<strong> </strong>Research Library Group<strong> </strong>computer system, to develop a telecommunications link between the two systems. <br><br>&nbsp;<strong>BERNAMA LIBRARY AND INFOLINK SERVICE (BLIS)</strong><br>&nbsp; &nbsp;Therefore <strong>BLIS</strong> Software also includes Western Library Network (WLN) Computer System Software for the BLIS Online Catalog BLIS Catalog Management, and BLIS Acquisitions/Accounting Components.&nbsp;</div>]]></description>

         <description><![CDATA[<div>&nbsp; &nbsp;Services is the most important things for an organization. Western library Network provided several good services for their user. <br><br>&nbsp;<strong>Cataloging services</strong>.<br>&nbsp; WLN use of an existing record. A terminal operator searches in the bibliographic file for the record that precisely represents the items to be cataloged . WLN is a great cataloging utility for a small public or university library. Database is large enough to hold a very high percentage of material received by small libraries, and the original cataloging review by WIN staff directed to small libraries which may not have a cataloging tool in largest library . WLN is the only major utility that can actually claim to have control. WIN maintains a file of authorized name, subject, and series headers that are associated with the directory records in which these headers appear. These titles are taken from LCMARC and member entry bibliographic records and sources such as LC 's Weekly Listing of New Subject Title Terms. There are some cross references in the header file as well as, especially for the topic headers. The association between the heading file and the bibliographic records allows WLN staff to easily perform global edits and updates. Staff at WLN are constantly updating the subject vocabulary and the types of personal and business names contained in the database. This maintenance is one of the ways in that WIN behaves more like a local automated system than RUN or OCLC, and it is very beneficial for reference use as well as directory copying.<br><br></div><div><strong>Acquisitions services</strong>.&nbsp;</div><div>&nbsp; WLN is fully integrated, with appropriate links maintained between files. The procurement systems provided by the three utility companies basically work in the same way, but the available functions are different. The catalog records in the database are used as the basis for creating order records. The records can be printed in several formats, specified by the user as to display and sort order.<br><br><strong>Produced Lasercat system <br>&nbsp; </strong>This system was introduced in 1987 as an offline cataloguing support system.&nbsp; WLN's 1987 announcement of LaserCat's availability gave us the opportunity to do "something". LaserCat is the CDROM version of a large portion of the WLN database. It includes three discs and is updated quarterly. It includes all WLN records to which the library has attached funds, as well as LC-MARC records from the past two years, regardless of whether or not assets are attached. Each quarterly issue includes cataloging up to approximately two months before the issue is published. LaserCat subscribers can choose to search archives from all 300 WLN member libraries or longer, or they can create a profile of one or more libraries and retrieve only items belonging to the library or selected libraries. Profile can be displayed in brief (author, title, publisher, call ), complete(all access points) or complete ( marked MARC). Search methods include exact searches for certain numbers, author, title and standard subject; keywords and navigation searches for author, criteria subject and subject; restricts search to publication date, language, and category format, as well as Boolean search.          <description><![CDATA[<div>&nbsp; Based on services that provided by Western library network, this organization gave a lot of contribution towards accessing information for human around the world. First example is they <strong>give access to the world of knowledge </strong>through large bibliographic databases contributed by a number of member libraries.Next is <strong>excellent searching software</strong> which allows title keyword searching, subject searching, subject browsing, and the display of local holdings online. The linked headings file allows global updates and corrections to name and subject headings. Human intervention and machine matching algorithms prevent the occurrence of most duplicate records. The user may choose to display records in full MARC format, card format or a brief display. These things allow WLN to act like a local online catalog and make it the best of the three major utilities for reference use. Third, WLN also <strong>serves as a primary source</strong> for many large industrial or business libraries in the state. Need to be mention WLN also is an <strong>excellent cataloging utility</strong> for a small public or academic library. The database is large enough to contain a very high proportion of the material received by smaller libraries, and the reviewing of original cataloging by WLN staff is geared toward smaller libraries who may not have the cataloging tools found in a larger library. This maintenance is one of the ways in which WLN acts more like a local automated system and it is very beneficial for reference use as well as for copy cataloging. This is very usefull for any for reference work.&nbsp; They also manage to give benefit from their <strong>excellent acquisitions system</strong>. And last but not least is the ability to <strong>maintain regional relationships</strong>. Users can request for assistance from Infolib to borrow items after identifying the materials and the library in question by filling out the form provided on InfolibNews. Non-employees also would be able to borrow using this service as well.&nbsp;<br><br></div><ul><li><strong><em>- Online database</em></strong></li></ul><div><br></div><div>BLIS is an electronic library that provides access to research on a variety of Malaysian issues. It contains research ranging from Malaysian industry to archived material, Bernama news, and major events. Information are compiled through researches using newspapers, magazines, the Internet as well as from other sources including government agencies, news organization and rating companies. BLIS was first released on 22 October 2001 with a fresh version following on 1 March 2008, before being released on 22 April 2008. The service has been improved, particularly in terms of design, features, usability and the speed with which information may be accessed.<br><br></div><ul><li><strong><em>- InfolibNews portal</em></strong></li></ul><div><br></div><div>The Portal allows users to review content, cover of the books and abstract (if available) from the books which are required (Webopac), selected articles from magazines (Webinfoline), annual calendars, booklist of popular subjects, collection of Training Manual, InfoLib Alert, links to selected webpages and Circulars, BLIS, Malaysia Kini, Factiva, BERNAMA website and Lawnet (e-knowledge), information on BERNAMA (About BERNAMA) and "Who's Who in BERNAMA". The project was started in March 2007 and was successfully launched on 22<sup>nd</sup> April 2008.<br><br></div><ul><li><strong><em>- Le tour de InfolibNews</em></strong></li></ul><div><br></div><div>InfolibNews mobile-bookshelf service featuring latest and chosen book titles will come to Editorial Department and some other floors in Bernama every Thursday at 3.00 pm. The service, which aim to encourage Bernama employees’ especially Editorial Department staff to lend library materials, will also provide a book-drop box for the purpose of returning materials.</div><div>&nbsp;</div><ul><li><strong><em>- Hotline 202</em></strong></li></ul><div><br></div><div>202 is the phone extension number for the Clientele Station at the InfolibNews. Legal deposit, ISBN/ISSN assignment, cataloguing-in-publication, national authority files, and other services are frequently linked with national bibliographic services. National Libraries, Cataloguing, and Subject Analysis and Access are just a few of the areas with which the Bibliography Section interacts. National bibliography is a vital link in the distribution chain, and it is at the heart of a system that includes all sorts of libraries.</li><li><strong>Cataloguing -</strong> For the benefit of all users, the Cataloguing Section examines the purposes of cataloguing operations for all sorts of materials and media, including both bibliographic and authority information. The Section proposes and develops bibliographic information cataloguing norms, guidelines, and standards, taking into consideration the evolving electronic and networked digital environments, in order to facilitate universal access to and interchange of bibliographic and authority information. Its main goals are to encourage indigenous leadership within the sector, exchange of experience, education and training, and research in all aspects of this subject, as well as to promote international cooperation in the fields of library, culture, knowledge, and information services to indigenous communities that meet their intergenerational, community, cultural, and language needs.</li><li><strong>Information Literacy</strong>- To encourage worldwide collaboration in the development of information literacy education in all kinds of libraries and information institutions.</li><li><strong>Information Technology</strong>- Through initiatives relating to best practises and standards, teaching and training, research, and the marketplace, promotes and advances the use of information technology to library and information services in all societies. The IFLA Section on Information Technology (IT), founded in 1963 at the dawn of the commercial computer age, has guided the Federation through developments in computer and communications technology by introducing, explaining, educating, and anticipating its application for information delivery. The IT Section is now one of IFLA's biggest.</li><li><strong>Knowledge Management</strong>- To promote discussion among its members and those interested in global dimensions of knowledge management This covers knowledge-sharing methods, organisational procedures and practises, and KM culture adoption in libraries and information settings.</li><li><strong>Libraries for Children and Young Adults</strong>- To assist the provision of library services and the promotion of reading to children and young adults all around the world. Its major goals are to promote worldwide collaboration in the field of library services for children and young people, as well as to stimulate the sharing of experience, education, training, and research in all aspects of this sector.</li><li><strong>Library Services to Multicultural Populations</strong>- Brings together libraries and organisations interested in developing and making available library services tailored to the requirements of cultural and linguistic minorities.          <title>BENEFITS TOWARDS ACCESS TO INFORMATION</title>

         <description><![CDATA[<div><br>As an information providers’ organization, surely BLIS has contributed tons of benefits towards the world of information especially in accessing the information needs. As we all know, BLIS operates as an electronic library with easy global access and this makes it <strong>an ideal source for news and information about Malaysia</strong> to users. This is because BLIS produces only information related to this country in many aspects such as economic, crime, political, archival, reports and many more, hence, users can specific their research through one database when their research is about Malaysia. At the same time, it is also <strong>easier for the users to find accurate information</strong> related to the specific subject materials.&nbsp; &nbsp;<br><br></div><div>At the beginning of InfolibNews formation, it was only made available to government and private organizations as well as students depending on their demand with minimal fee. However, after realizing the value of the collection for Malaysians, InfoLibNews began providing access to its information via Infolink from April 1986. This is because InfolibNews taught that the information will <strong>enhance the users knowledge and research in Malaysia</strong> so that it changed the policies regarding accessing the information. Since that, more subscribers were obtained through BLIS when it began its operation in October 2001, upgraded in May 2008 and upgraded once again in July 2017. Among the subscribers are media practitioners, researchers, academicians, embassies, government agencies and corporate companies throughout Malaysia. <br><br>Besides that, BLIS has the InfolibNews Portal that was launched on 22 April 2008 and this portal is made as a path to access to their collection of reading materials, information, announcement, promotion of services/activities and developments of InfoLibNews. This portal purposely created to <strong>allow users to find and keep updated with the new information</strong> that are being posted daily in there. By doing this method, <strong>users are able to get along with the activity held by BLIS and also information posted on the database. </strong>&nbsp;<br><br></div><div>Last but not least, BLIS is actively providing information and data to users because BERNAMA researchers <strong>prepare all information by using every source of information</strong> like newspapers, magazines, Internet and sources from government agencies, private agencies and other regional news agencies. In addition, BLIS serves as a <strong>vital information network for all information searchers</strong>, who can access the BLIS application in a variety of ways. Journalists, librarians, business analysts, market researchers, lecturers, students, public relations experts, media event practitioners and economists are among the primary users who will profit from BLIS.&nbsp;</div>]]></description>

         <title>FUTURE PLANNING</title>

         <description><![CDATA[<div>The development of BLIS is dedicated to the long-term storage and access to large quantities of documents that are in digital form (born digital) and those that were converted to digital form through a digitization process, which can be accessed via BLIS internal users and outside clients.<br><br></div><ul><li>-<strong><em>Planning Stage</em></strong></li></ul><div><br></div><div>Prior to beginning a digital archive project, staff should gain knowledge and skills by participating in workshops, seminars, conferences, and other events relevant to technology and project management. Besides that, a visit to the other libraries which has embarked similar project is equally important. The visit taught me that libraries may avoid similar challenges and blunders by discovering suppliers and essential digital archive software on the market and achieving the best possible results. As an example, pick a project manager who will be supported by dedicated team members who will be working closely with the appointed vendors and have the entire team describe all of the needs. Next, arrange demos by the identified related vendors. This can identify and assist selection of digital archive preservation across new generations of technologies. These inputs should be included in the budget needs as well as the proposal document for approval by management. Following the vendor's appointment, a proper schedule is required to meet the goal date and the vendors will then handle the entire project with BERNAMA's cooperation.&nbsp;<br><br></div><ul><li>-<strong><em>Rapid growth and evolution of ICT&nbsp;</em></strong></li></ul><div><br></div><div>New types of hardware, computer applications and file formats supersede each other making the recorded digital information inaccessible in the long term because the advancement of ICT is changing very fast and it is sometimes difficult to catch-up with the change due to budget constraints and the present job procedure. Despite this, the digital archive system must be maintained on a yearly basis to guarantee that it is in good working order and vendors/developers must perform a health check on a regular basis. To respond to evolving technological capabilities and changing user expectations, the digital archive must be revised continually. It is vital to evaluate digital content objects in order to determine what type and degree of formats conversion or other preservation actions should be used, as well as the appropriate metadata required for each object type and how it is associated with the objects and the search engine's capability. Though BLIS is an up-graded version, it is a totally new entity starting from a scratch, in which the process is very tedious and time consuming. It’s best to have a well-maintained digital archive system so that it can be changed on a regular basis to keep up with new technologies, rather than replacing the entire infrastructure and to keep the system in excellent working order and extendable. Besides, the technical arm in most of the organizations will not have the expertise to develop a proper digital library system and it is advisable to embark a project by an established vendor and using the software, which has been established in the market. This measure can help avoid situations where the technical personnel who design the digital archive system leave the company. Furthermore, the digital archive system will not be upgraded, and it is possible that the system will be left unattended because it is out of date with current technology. Hence, it is very important to have a qualified technical personnel in order to enhance the digital archive system.&nbsp;<br><br></div><ul><li>-<strong><em>Vendor </em></strong></li></ul><div><br></div><div>It is recommended that the library outsource the project development to a commercial vendor in order to launch a digital library system. As a result, library staff must be familiar with the project's overall concept in order to verify that all of the necessary requirements are fulfilled following the system's acceptance. Recognizing and selecting a highly responsibility and reliability vendor with a reliable and sustainable software or system is very important to determine the success of the project and for long term planning. It is equally necessary for the vendor to be well-equipped with experience, structured documents and manuals in regard to the project and they must have adequate planning from the beginning until the project is completed. The advantage of having customized system is that we can determine the features, which are tailored suit to our requirements however the disadvantages are that they would need a longer time and too many trials and errors during the development process. Customized system will be advisable if the vendor which develops it, is an established and skillful vendor so that it is very important to have one vendor to be responsible from A – Z package.<br><br></div><ul><li>-<strong><em>Storage/accessing&nbsp;</em></strong></li></ul><div><br></div><div>For BLIS, the server will load over 1,000 daily news items from BERNAMA, NSTP and Utusan Melayu. Hence, the server and infrastructure must be upgraded on a regular basis to meet the demands. In order for the server to develop in line with the volume, long-term planning is essential to overcome it. One of the way is to ensure that the license is sufficient for the developers (updating) and the users (accessing), otherwise the imputing and accessing of information will be slow and limited plus the outsourcing cannot be implemented due to cost implication to digitize millions of articles in the collection. Processing in-house takes a long time and requires more people, therefore, the option to digitize in-house according to the priority of news is available.<br><br></div><ul><li>-<strong><em>Data Migration</em></strong></li></ul><div><strong><em>&nbsp;</em></strong></div><div>Due to the amount, data migration for up-grading projects would be a time-consuming task that needs be carefully managed. On one hand, data must be checked to ensure that no information or articles are missing or corrupted in the upgraded version. From the past experienced, the vendor had minor problem with the migrating of data due to the errors and different formats in the present systems and this had slowed down the project. The possibility of losing the data is there if it is not properly checked so that to overcome this problem, one should appoint a responsible vendor to handle the data in proper manner, at the same time, less possibility of losing the data.<br><br></div><ul><li>-<strong><em>Other capabilities&nbsp;</em></strong></li></ul><div><br></div><div>Recently, cultural heritage institutions and the digital preservation community in general have realized that the registration of reliable and sustainable technical information is crucial in the process of digital longevity. It has been recognized that a description of software requirements aimed at the rendering of digital publications in a current environment, will not be enough to enable viewing and editing in the long term. If the volume of information/articles is large, request software that can compress the articles so that less space is used and more articles can be added and the server will also take longer to fill and the speed of accessing the articles will be maintained. Assess that the system can create reports on a regular basis in accordance with the requirements for statistical purposes. For the working place (BLISAdmin), it is necessary to have an appropriate location to input metadata as well as copy and paste capabilities in order to ensure that the working place can be updated and that we have a backup in order to prevent having to remove and reinsert the updated files twice.&nbsp;<br><br></div><ul><li>-<strong><em>Back-ups&nbsp;</em></strong></li></ul><div><br></div><div>Because of the huge amount of data in BLIS, it is critical to have a systematic practise of back-ups such as tapes, CDs or servers. BLIS has been the victim of virus attacks in the past, crippling the retrieval of current information, which is unthinkable for a client-based system. The anti-virus is a priority and a disaster planning is very important under the whole information security infrastructure.&nbsp;<br><br></div><ul><li>-<strong><em>Training&nbsp;</em></strong></li></ul><div><br></div><div>Users must be trained in order to increase the use of the digital archive system, to introduce and to emphasize searching approaches. To make work easier, anybody who uses the system should be trained.</div>]]></description>

Besides, in this modern world, digital information requires a new efficient way of providing access to some particular information and BLIS is the great model to other organizations since its system is sustained by a competent team and results in growing in terms of information materials volume. For me, I hope BERNAMA Library and Infolink Service will keep improving to maintain its function in providing information to users and adding more facilities to make information easily accessible by users and clients to the relevant content.          <description><![CDATA[<div>&nbsp; &nbsp; &nbsp;IFLA aims to increase the capabilities of their member organisations, institutions, and individuals to advocate for and deliver library and information services that improve people's lives on a global scale. IFLA does this by bringing together the world's most knowledgeable library professionals. 1200 volunteers from among their members who take part in IFLA's Professional Units. In addition to a specialised workforce at IFLA Headquarters, they have a network of regional offices and language centres that enable us to function in seven languages. <br><br>&nbsp; &nbsp; &nbsp;A Road Map For The Future is their long-term strategy. It marks a turning point in the IFLA's path from vision to strategy to action. The Vision has supplied the energy and served as the guiding star by engaging tens of thousands of library and information professionals from over 190 countries in a dialogue about the strengths and possibilities of the library industry. On this foundation, IFLA's Professional Units and Governing Board, in collaboration with the Headquarters Team, created this paper, based on an evaluation of IFLA's current capabilities and commitment to the United Nations Sustainable Development Goals. <br><br>&nbsp; &nbsp; Their Strategic Directions emphasise four key areas for achieving their mission:<br><br>1.<strong> Strengthen the Global Library Voice </strong>- They aim to listen to and understand the field's objectives, then spread the word by advocating for libraries and their ideals on a worldwide and regional scale. They also speak up on relevant policies with knowledge, confidence, and authority, ensuring that libraries are recognised and supported as vital community assets critical to attaining development goals. They will also establish a strong presence as a valued partner in international organisations and gatherings. <br><br>&nbsp; &nbsp;Their Key Initiatives is:<br><br>1.1&nbsp; Show the power of libraries in achieving the Sustainable Development Goals<br>1.2&nbsp; Build a strong presence in international organizations and meetings as a valued partner<br>1.3&nbsp; Work with library associations and libraries to identify key legal and funding challenges to their work, and advocate for action<br>1.4&nbsp; Shape public opinion and debate around open access and library values,<br>including intellectual freedom and human rights<br><br>2. <strong>Motivate and improve professional practise</strong>- They motivate the profession by fostering innovative and promising methods and thinking about the future. Standards, rules, and best practises are used to govern the development of libraries. They also give the skills and resources needed to create community, encourage collaborative action, and support creative programmes and initiatives. They seek to protect, strengthen, and raise the world's cultural heritage in all of its manifestations, such as traditional, historical, indigenous, and modern expressions. <br><br>&nbsp; &nbsp;Their Key Initiatives is:<br><br>2.1 Produce, communicate and distribute key resources and materials that inspire the profession<br>2.2 Deliver high quality campaigns, information and other communications products on a regular basis to engage and energise libraries <br>2.3 Develop standards, guidelines, and other materials that foster best professional practice <br>2.4 Provide tools and infrastructure that support the work of libraries <br><br>3. <strong>Optimise our Organization by connecting and empowering the field</strong>- The International Federation of Library Associations (IFLA) serves as a focal point for discussion and action. They are also the driving force behind a linked and aligned library sector marked by a genuine culture of collaboration in which no librarian is left behind. They bring people together, provide them platforms, and allow for creativity, learning, and professional growth at all levels. They will be able to adapt to contemporary problems and opportunities, as well as empower the library field to provide high-quality services that fulfil community needs and promote literacy, innovation, cultural preservation, and information access for all users.<br><br>&nbsp; &nbsp;Their Key Initiatives is:<br><br>3.1 Provide excellent opportunities for face-to-face networking and learning <br>3.2 Support virtual networking and connections <br>3.3 Empower the field at the national and regional levels<br>3.4 Provide targeted learning and professional development<br><br>4. <strong>Optimise our Organisation</strong>- They can improve their abilities to carry out their duties now and in the future.          <description><![CDATA[<div>   During wartime in early 1942, the governments of the European countries who confronting Nazi Germany and its allies, met in the United Kingdom for the Conference of Allied Ministers of Education (CAME). The Second World War was not over yet, those countries were looking for any ways and means to rebuild their education system when the peace returning. Quickly, the project obtain momentum and soon took on a universal note. United States and the new government decide to join in. upon the proposal of CAME, a United Nations Conference for the establishment of an educational and cultural organization (ECO/CONF) was convened in London from 1 to 16 November 1945. The war nearly ended when the conference opened. It gather nearly forty-four countries that decided to create an organization that would exemplify a genuine peace culture. From their point view, the new organization must build the “intellectual and moral solidarity of mankind” and prevent the outbreak of another world war. &nbsp;<br><br></div>]]></description>

The services are not only contributory from participating institutions but also accessible to non-participating customers for search-only services. Their products have intense reference value to the libraries worldwide. These searching networks transform the face of library and information services to equip them with new technological tools and techniques. The development of Western Library Network has attracted most library to join the project. Thus, they are institutions that contribute the bibliographic data or catalog records from their library to the any National Library for any project purposes. Since the national catalog is recognized as a bibliographic information tracking device capable of locating information across countries, it is therefore essential that these records have some "quality."Especially in their access points, it must be intellectually accurate, consistent and error-free.<br><br></div>]]></description>

         <description><![CDATA[<div>&nbsp; &nbsp;UNESCO has its own database called UNESDOC Database. UNESDOC Database is a bibliographical references for every UNESCO publications and documents. International&nbsp; bibliographies in all fields of education, museums, monuments, and historical locations. There are also various names, addresses and activities of 10 000 research, training and documentation institutions in the social sciences. Not only that, it was included UNESCO and The International Bureau of Education thesauri. At the Government Documents area of the Strozier Library, many indexed items can be found. The documents had been published since 1945.&nbsp;<br><br>&nbsp; &nbsp;UNESCO grow, keep and spread two interrelated software packages for database management (CDS/ISIS) and data mining/statistical analysis (IDAMS)<br><br></div><ul><li>CDS/ISIS – a generalised information storage and retrieval system. The Windows version just only can run on a single computer or in a local area network. The JavaISIS client/server components allow remote database management over the Internet. This are available for Windows, Linux and Macintosh. Moreover, GenISIS allows the user to produce HTML Web forms for CDS/ISIS database searching. The ISIS_DLL provides an API for developing CDS/ISIS based applications.</li><li>OpenIDAMS – a software package for processing and analysing numerical data developed, maintained and disseminated done by UNESCO. The original package was exclusively but UNESCO has initiated a project to provide it as open-source.</li><li>IDIS – a tool for direct data exchange between CDS/ISIS and IDAMS</li></ul>]]></description>

According to 2030 Agenda for Sustainable Development access to information has been recognised as a necessary facilitating mechanism for public engagement. Under Goal 16, UNESCO are responsible to monitoring and and reporting the implementations of access to information policies worldwide.&nbsp;<br>&nbsp;<br>   UNESCO helps many countries in their compliance and implementations of international treaties, norms, agreements and standards related to Universal Access to Information. UNESCO also provides integrated<br>policy advices to help countries implement and fulfil the 2030 Agenda. It is done by&nbsp; mainstreaming constitutional, statutory and/or policy guarantees for public access to information. UNESCO the international forum and international days to takes advantages of existing partnership for inclusive<br>digital transformation. International Day for Universal Access to Information.&nbsp;<br>&nbsp;<br>&nbsp; &nbsp; UNESCO admit that universal access to information must apply open standards to support innovation rivalry without any<br>barriers. UNESCO advocate for open access, which means affordable access to journals and books without any charges and open archives for scientific<br>information.
