As a result, the development of electric cars has been a growth area for the past ten years and the pace of change continues to grow.

Contributing factors: Lack of upfront due diligence (failure to analyse costs, market competitive landscape, market size, production costs and profit margins).

Project failures in the context of NHS Civilian IT could stem from various factors, including mismanagement, technical challenges, budgetary issues, and lack of stakeholder alignment. Here are five potential reasons for such a failure:

1. Scope Creep: The project may have suffered from continuously expanding scope without corresponding adjustments to resources, timelines, or requirements. This can lead to unmanageable complexities and ultimately project failure.

2. Poor Leadership and Governance: Inadequate leadership or governance structures can result in decision-making delays, conflicting priorities, and a lack of accountability, all of which contribute to project misalignment and failure.

3. Technical Challenges: Complex technical requirements, incompatible systems, or insufficient expertise can impede progress and result in project failure. Integration issues with existing NHS systems or failure to adapt to evolving technological standards may also be contributing factors.

4. Budget Overruns: Inaccurate budget estimations or failure to control costs effectively can lead to budget overruns, causing resources to be stretched thin or critical project components to be underfunded, ultimately jeopardizing project success.

5. Resistance to Change and Stakeholder Management: Resistance from end-users or stakeholders, inadequate communication, or failure to manage expectations can undermine project adoption and success. Poor stakeholder engagement strategies may result in insufficient buy-in or support for the project, leading to its failure.

The project was abandoned after costing $250 million AUD. A review by Accenture found the rebuild was just 63% delivered and almost half the code needed to be rewritten. Some of the reasons it failed:

Risk. They were trying to use a cutting edge technology that was unproven and untried so there was alwasy possibility of failure.

Scope creep. "From an initial plan to run about 12 of CHESS's 400 data transfers per transaction on blockchain, ASX decided the new system would include all 400 transfers"
