The salary scheme itself is also a hindrance. Getting and attracting people from industries but offering salaries which is below par (based on JPA) will hinder them from joing public universities.


Retaining is another issue. Most of the academic staffs after being offered by UNIMAS at a certain grade will jump ship to another university in Semenanjung after some time after gaining some experience in UNIMAS. Staff pinching from each other (HEIs) should be stop (which is impossible actually).
