The focus lies on elevating the global ranking and reputation of Bulgarian universities, addressing the issue of brain drain, where talented students seek education abroad, and attracting a greater number of international students to study within Bulgaria. To achieve these objectives, it is imperative to explore effective strategies and interventions that enhance the quality of education, promote international cooperation, and cultivate an environment conducive to the growth of both Bulgarian and international students.

Key Organizations: In order to achieve this challenge, it is vital to collaborate with relevant organizations. The following entities play a significant role:

1. Ministry of Education and Science (Bulgaria): The national government entity responsible for setting education policies, developing curricula, and allocating funding to educational institutions in Bulgaria.

2. European Commission: As the executive body of the European Union, the European Commission oversees prominent education and research programs such as Erasmus+. Through funding, policy support, and facilitation of cross-border cooperation, they contribute to the improvement of education.

3. European University Association (EUA): A network of universities and higher education institutions across Europe, the EUA aims to promote cooperation, quality assurance, and the exchange of best practices in higher education.

4. National Erasmus+ Agencies: These agencies, active in Bulgaria, are responsible for managing and implementing the Erasmus+ program. By supporting mobility and cooperation in higher education, they provide valuable opportunities for collaboration.

5. European Students' Union (ESU): As a representative body for students at the European level, ESU advocates for student-centered education policies, quality assurance, and equal access to education.

The Theory of Change should leverage existing initiatives, including the Erasmus+ program and similar organizations, to ensure sustainable funding for education, foster research and innovation, and implement policies that retain talented individuals within Bulgaria while attracting international students. The desired outcomes include improved university rankings, increased student retention rates, and enhanced educational opportunities for both domestic and international students.

It is crucial to address risks and limitations associated with financial resources while developing the Theory of Change.
