A vision for education in itself should always be growing, into the future, maturing, and in reality, never fully reaching an end point. The growth and maturation of a vision for education should indeed be continuous, ongoing, in Dewey's words, "an ever-present process." A proper vision for education does not stop, it does not reach a terminal.
