Whoever spilled the popcorn should be punished because he either did not listen or is very bad at doing what he does. He should be the only one being punished because no one else did anything wrong at all. They want popcorn, and they can't get it because of the one person that spilled all the popcorn. He needs to be punished. I am glad that I wasn't the one that spilled the popcorn because I would get punished and have no popcorn. However, I am willing to bet that there were other people trying to be secretive and still talk and do stuff even though the rules said not to.
