         <description><![CDATA[<p>Ukraine has:</p><ul><li><p>budget rules: the state budget deficit may not exceed <strong>3</strong> per cent of GDP and may not exceed the corresponding deficit in the Budget Declaration, and the maximum amount of state guarantees may not exceed <strong>3</strong> per cent of planned revenues of the general fund of the state budget; the state budget debt and guaranteed by the state debt at the end of the budget period can't exceed <strong>60</strong> percent of GDP;</p></li><li><p>the budget deficit can be approved by the government only having grounded sources for its financing; proficit can be approved by the government only for the purposes of debt reimbursement and some other cases;</p></li><li><p>medium-term budget planning, and in particular, the <strong>Budget Declaration</strong> as a strategic document in budget planning;</p></li><li><p>a <strong>program-target approach </strong>in budgeting at state and local levels, which requires application of middle-term budget planning for Budget Declaration preparation;</p></li><li><p>including information on fiscal risks are included to the state budget project;</p></li><li><p>a <strong>gender-oriented approach</strong> in the budget process: all main spending units are obliged to submit information on taking into account the gender aspect during the formation of budget indicators together with budget requests;</p></li><li><p>a fundamentally new tool for assessing the efficiency and effectiveness of the application of state budget funds, which is a <strong>cost overview</strong>.</p></li></ul>]]></description>

         <description><![CDATA[<ul><li><p>Croatia’s Fiscal Policy Commission is an independent institution whose main task is to monitor public finances to ensure their long-term sustainability and improvement. It acts as the supervisor of the implementation of the state’s fiscal policy, while it encourages publicity and promotes the culture of fiscal responsibility through independent analyses of fiscal policy and by inviting expert discussions on fiscal policy.</p></li><li><p>The trends in state budget revenues are determined by the expected recovery of economic activity, taking into account the year-round fiscal effects of implemented tax changes within the system of profit tax, income tax, value added tax and excise regulations. The withdrawal of funds from EU funds will also have a significant effect on budget revenues.</p></li><li><p>Reducing the share of public debt in the GDP while maintaining high levels and high quality of public investment through timely implementation of EU funded projects.</p></li><li><p>Structural reforms necessary to increase the rate of potential growth.</p></li></ul>]]></description>

         <title>Fiscal policy success factors in Bulgaria</title>

         <description><![CDATA[<p>The main fiscal rules are set out in the law – the Public Finance Act (PFA), i.e. they cannot be frequently changed.</p><p>The medium-term budgetary objective for the structural deficit of the general government (GG) sector shall not exceed 0.5 % GDP (or 1% GDP if GG debt &lt; 40% GDP).</p><p>The GG balance objective shall be a nil or positive balance. The annual GG deficit calculated in line with ESA (accrual basis) may not exceed 3 % GDP.</p><p>The budgetary balance objective calculated on a cash basis shall be to reach and/or maintain a nil or positive balance.</p><p>The annual expenditure growth shall not exceed the potential growth of GDP. The maximum amount of expenditure under the consolidated fiscal programme may not exceed 40 % GDP.</p><p>Over-registering in revenue for the current budget year in principal may not serve as a source of additional expenditure with some limited exceptional cases. Only on account of over-registering in tax revenue under the state budget, the National Assembly (Parliament) may approve additional expenditure subject to the fiscal rules set out in the PFA.</p><p>The nominal amount of the consolidated GG debt may not exceed 60 % GDP. The ratio of GG debt may not exceed the ratio of the preceding year for as long as that ratio is higher than 60%. However, it is worth mentioning, that the actual ratio of BG GG debt is far below this rule in recent years. It is one of the lowest in the EU – 23.1% in 2023.</p><p>Deviation from the rules are only allowed in extraordinary circumstances. If this is the case, measures are to be adopted in order required levels to be reached.</p><p><br/></p>]]></description>

         <title>Fiscal Policy success factors in North Macedonia</title>

         <description><![CDATA[<p>North Macedonia's fiscal policy is driven by some important <strong>fiscal principles </strong>as: Principle of sustainability of public finances; Principle of a stable tax system; principle of prudent management of fiscal risks; Intergeneration responsibility. </p><p><strong>Fiscal rules</strong> are applied with the new OBL, where the deficit of the general government shall not exceed 3% of the nominal GDP, and the total debt of the general government shall not exceed the level of 60% of the nominal GDP.</p><p><strong>Fiscal Council</strong> was established in October 2023 as an independent body that prepares analyses and opinions independently, objectively and professionally.</p><p>Within the Medium-term budget planning there are given <strong>five-year expenditure limits,</strong> that the budget users are obliged to respect.</p><p><strong>Fiscal consolidation</strong>, aimed at supporting the macroeconomic stability, accelerating the economic growth, thus strengthening the growth potential of the domestic economy.</p>]]></description>
