It could have been improved on by having a stronger government overall, and there could have been a president as well as a national court system.<br><br>2.) The states could reject congresses request with money. I do not think it can have been improved, because if the states did not have enough money, or soldiers they did not have to provide congress unless they did not want to.<br><br></div>]]></description>

         <description><![CDATA[<div>The AOC failed because of it's weaknesses. Economic: Congress did not have the power to tax, or the power to regulate trade, or interstate commerce. Government: There was no executive branch to enforce acts that the Congress passed. There was also no Judicial branch or national court system. Military/ soldiers: Some of the states had it's own militia, but the government could not gather a combined military force.</div>]]></description>
