There was no president, or national court system. It could have been improved on by having a stronger government overall, and there could have been a president as well as a national court system.

2.) The states could reject congresses request with money. I do not think it can have been improved, because if the states did not have enough money, or soldiers they did not have to provide congress unless they did not want to.
