The people were trying to go on strike and Truman told them that it wouldn't work because they were in the middle of war and that would've made everything even worse.He was technically trying to help the people because they were at war. In the article "Truman's attempt to seize the steel industry" it says "Owners of the seized properties obtained a court injunction against the seizure, and an appeal of that injunction to the U.S. Supreme Court gave rise to one of the "greatest cases " in constitution law." The article also says that "Although the court found the presidents actions to be unconstitutional, its decision did not  signify a triumph of private rights or a significant check on the governments exercise of de facto emergency powers." This is saying that the court didnt agree with the man steeling the steel to use it for the war.
