The difference now, is that it is known as a Quad, and has the ability to face the camera at all times, tracking it as it moves.

Computer sprites came into the light in 1974, when they were used to include human characters within arcade games. They were useful for adding minute details, and populating the setting for the game. In more recent years, the further developed quads have been used for populating games such as need for speed, they take up little power, and are fixed in position, beyond the reach of the player, enabling them to be effective.

Particles are used all across the board in modern day films, video games and animations. They are a common feature in adding a tone of realism, to represent real impact, and effect, via motion etc. It allows for the environment to move around the character, and or object. Group particles are made up of multiple, small scale sprites, that can be overlaid, and to create blur, or as said, to match environmental themes. These systems are not limited to using sprites although in many cases they can do.
First introduced in 82, to represent sparks and smoke. This was the start to something which is highly available and demanded in todays industry.
