At present, Ecuador faces great challenges, starting with the acquisition of the necessary doses to immunize the population, knowing that vaccines against COVID-19 have been declared as a scarce good in the world, due to the high demand and limitations in the manufacture of biologicals and the implementation of strategies that facilitate effective vaccination with available resources, including logistics and prioritization of population groups. People must be vaccinated because they must remember that there is a virus that is circulating, that it is a virus of which new variants are appearing, that the risk still exists and may increase that risk, therefore, we will have protection when we vaccinate more, we will reduce the spread of the disease, we will improve productivity in our country and develop a life with the least possible risk. In addition, if you are vaccinated and if you contract the disease again, it will reduce severe symptoms, deaths, it will also reduce the transmission of the disease and prevent people from putting themselves in danger. Therefore, vaccination and completion of the two doses is necessary. Finally, citizens, in general, are urged to comply unrestrictedly with the measures ordered by the National Government, despite being vaccinated, since the vaccine does not guarantee immunity to covid 19, so that the public health system doesn't collapse and, to effectively face, among all, this national and global pandemic.

The benefits of applying all these measures, are that we can be sure that through this pass we will achieve security and we can be in a place which provides all the necessary measures for this virus to continue to spread in our country. The benefits would be to be able to stop spreading this virus through this health pass, so that every time we want to enter a shopping centre or a tourist centre only people with this pass have access to the place, also people who do not have the health pass are forbidden to enter places that is to say they have no contact even until they can not leave their house, on the one hand you can also create motivational campaigns for people to access this health pass, as minister of tourism I would do many motivational campaigns and encourage them with prizes and offers in tourist places.

I consider as a manager that it would be beneficial for Ecuador to apply for a Covid -19 sanitary pass, firstly this would benefit the economy because during the pandemic, according to data from the National Accounts published by the Central Bank of Ecuador (BCE), in the second quarter of 2020, the GDP (Gross Domestic Product) decreased by 12.4% and if we are all vaccinated the companies would reactivate their operations in its totality because there would no longer be a limit of capacity which in some provinces of Ecuador still exist. 

Secondly, employees or anyone who enters a company will feel safe to be in that place, because they are mostly closed places, where the virus can spread quickly, but with immunization, this can be greatly avoided, although it doesn't mean that preventive methods against covid should be left aside. 

Finally, I consider that a sanitary pass is necessary because we are aware that there is a lot of misinformation about the vaccine in our country, but we can achieve with strong measures that we all go to get vaccinated, it should not be optional because we are talking about our health, our lives, because we never want to return to what we lived at the beginning of the pandemic, it would be devastating for Ecuador, not only economically, but in all sectors.

Many restaurant owners had to sacrifice premises, lay off employees or look for better conditions to survive and not lose business, although not all of them succeeded. In Guayas it is estimated that around 20 brands closed establishments due to the crisis.

Health and safety are at the top of everyone's mind at the moment, but for the food industry, these issues have skyrocketed in importance. Restaurants have always followed strict health guidelines, but now is the time to redouble our efforts for the sake of our customers, employees and the general public.

Vaccination continues to advance steadily in Ecuador despite the high record of contagions that several countries continue to show and I believe that it is possible for Ecuador to apply a health pass nowadays people are starting to go out and perform many leisure activities and it is a good point to encourage vaccination.

Countries like France, Italy and Spain have in place the mandatory use of the vaccine certificate to be able to perform many activities and tourism in order to control new outbreaks and prevent people at high risk of infection to get sick when attending such meetings, but a problem would be that some people would demonstrate against these decisions in what they consider to be a "violation of their rights" but the problem is that many companies regret that this could affect their business.

- This strategy has the clear objective of trying to encourage vaccination among the maximum number of people as soon as possible.

Appling a sanitary pass for the covid-19, many people will be part of the risk to catch this type of virus but it is important to know that exist all of the people who do not want to vaccinate, the fear that we feel about how many symptoms could appear then get the dose of that vaccine, and why we believe in this, however how beneficial it can be, We can also find doctors and health specialists who consider that the process of applying these vaccines to the entire population is too fast and that it depends on the body of each person how it will react to probable side effects, according to (Rodríguez, 2020)mentioned that in spite of receiving the dose, it only lasts for a certain time limit in comparison to other vaccines.

This means that even though the authorities are trying to vaccinate, there will be resistance from the population that does not completely convince us that getting vaccinated now will be of any benefit. On the other hand, in the case of those who do want to get vaccinated, we can have the facility of having our vaccination certificate at hand, reminding us when our next appointment for the vaccine will be, which even though it does not help us 100 percent, we can be sure that the symptoms we acquire if we get infected will be fewer and less risky.

Very few will know what a Covid-19 sanitary pass is that is why first of all, as hospitals of Ecuador, we will introduce to the population its meaning, according to (Durand, 2021)

What we call “sanitary pass” in France corresponds to the “digital green certificate” or “European Covid-19 certificate” offered by the European commission in March 2021. In France it includes three documents to be presented as desired:

·         A vaccination certificate against Covid-19 (digital - via the TousAntiCovid application - or paper)

·         A negative PCR test or antigenic test less than 72 hours old

·         A certificate of reinstatement

The result of a positive RT-PCR or antigenic test attesting to the recovery of Covid-19, at least 15 days old and less than 6 months old.

Well now that we know what it is, let's talk about the benefits it will bring to the hospitals. One of the benefits is that it will help to identify who might be at higher risk of contracting the Covid-19 virus in hospital facilities. This is not to say that anyone who does not have a health pass would not be treated within the hospitals. Another benefit is that people would have the initiative to get vaccinated, since it would be mandatory to have such a pass to enter different facilities in the country, such as restaurants, movie theaters, shopping malls, hospitals, etc. Another benefit of having such a pass is that there would be fewer contagions in the country, therefore, fewer deaths, so that hospitals would not be constantly saturated as it has been happening this year 2021. Another benefit is that by having adults and adolescents vaccinated to obtain the Covid-19 health pass, children would no longer be at risk of being infected by the virus. In conclusion, the sanitary pass should not only be taken into consideration by the government but also by the population as it would benefit the economy and health of the population.

Population: First of all, it is necessary for people to get vaccinated because it helps people to take care of themselves, and getting a covid 19 pass is important to stay safe with others and family, all people, although, there are many cases however vaccinations allow people to be very well and not have problems down the road.

In fact, it is always to keep in mind the health of people all over the city, in order to avoid contagions and death rates. On the other hand, the aim is that everyone is vaccinated to lower the mortality rate and avoid severe problems of covid 19 is very useful to keep in mind the importance of the vaccination certificate because it shows that the people of the city are motivated to continue living in peace and harmony without the difficulty of having risks or avoid the increase of contagions at the national level.

In my opinion about the constraints, they present are the processing of covid due to the deficiency of reagents for the covid tests.

There are many cases in which the authorities take the covid 19 tests and people believe that they were vaccinated but in reality, they were not, there is no confidence in getting vaccinated because there is this fear that the population has not completed the doses because of these types of situations that usually occur.

There are cases of some people who spend a lot of money to get vaccinated and for others, it is easier but sincerely vaccines are for everyone without the need to charge, and even more for the health of the population.

From my point of view as a nurse I can say that the situation that arose after vaccination with the covid-19 health pass, most of the population has agreed to get vaccinated in order to obtain the vaccination pass.The benefits have been noticeable in terms of the few cases of coronavirus that are currently occurring, the mass vaccination along with their vaccination certificate have offered the opportunity to return gradually to the usual life that the population led before the pandemic. Another advantage of obtaining the certificate is that it offers a certain security of being able to live with others without fear of contagion.
On the other hand, it can be noted that some people do not trust the vaccines and decide not to get vaccinated or go so far as to falsify the certificate, which is one of the reasons why the entire population could not be vaccinated. One of the disadvantages is that people who live in rural areas have to travel to the nearest city to get vaccinated. Another limitation is the lack of understanding of the population, so it is recommended to give them more information and training about their benefits and gain more confidence in obtaining the certificate. In conclusion, it is expected that the population will continue to be motivated to obtain their certificate in a legal and uncomplicated manner and that they do not complicate their lives with unnecessary fears that can cause the death of their family member if they do not take care of themselves of their own free will.

I believe that Ecuador should apply a health pass for the entire population to acquire medical supplies in pharmacies because the need to obtain a healthy country is beneficial. The different activities that are carried out for the acquisition of medical supplies in pharmacies and drugstores throughout the country. This idea is in more advanced countries such as European countries. The possibility of acquiring a health pass is increasing. Diseases and pandemics are very normal issues in this era. The probability is increasing here in Latin America. In other words, let us not rule out the possibility of acquiring health cards. The health monitoring is a daily subject of study and encompasses people's lives.The benefits are too many for me and the population in general.The relativity in health is broad and significant.The idea of applying the pass has many benefits where organization is the main factor in these types of circumstances. Another benefit is the distribution to the population in large masses, thanks to the pass granted. I believe that there will also be limitations such as corruption in particular cases of priority attention. In addition, having internal priorities being family and friends still obtained the sanitary pass. In other words, the anticipation to acquire medical supplies would become exorbitant, thus affecting the country. However, I believe that it would affect the population in a great way with claims and state rise for a simple fact in particular. The most serious condition of the adaptive disregard of input procurement. The contention and theft by the country will be desperate. Another limitation of the sanitary pass is to cover time and space to obtain a pill, a medicine. The long lines will appear endangering the health of the population. Finally,the determination is uncertain in this type of event, but the safety of providing health and organization to the Ecuadorian people must be a priority. The condition is increasing and drug centers must provide consistent benefits for the general population.

From my point of view as a citizen, giving a vaccination certificate to the entire population could be a benefit, since we can create a safer space by only letting in vaccinated people and verifying the validity of the certificate. This could reduce the risk of contagion in places such as shopping malls or restaurants.

The disadvantage is that these certificates can be falsified. As I mentioned, the lack of commitment of the population to health has reached the point of preferring to use false certificates instead of going for vaccination, which is 100% free of charge. This is something that the government should work on and think of a method to identify false certificates and that these people receive some punishment or fine for putting their health and the rest of the population at risk.

As is well known, vaccines do not make us 100% immune to covid-19 infection, so even if we are vaccinated, all places should demand and follow the application of biosecurity protocols. Since the vaccine only reduces our risk of mortality.

This is how we can see that this plan to deliver certificates has advantages and disadvantages, but in any case, it is the duty of the population to commit to progress in the midst of this pandemic in order to get out of it. We must continue to promote vaccination and take the necessary measures to ensure that the entire population is vaccinated, even if it is necessary to make it completely mandatory.
