The Insular Council of Menorca generated a public debate (with the help of Kuorum.org) in search of ideas to solve the growing problem of accessibility of housing (originated, among other reasons, from the phenomenon of tourist apartments and thus the lack of apartments for long time renting).

The Government of Balearic Island initiated a sophisticated participatory dynamic that lasted for 6 months. During this period, the problem was dealt in depth and various social agents were invited to debate – hotel executives, neighbourhood associations, the PAH (platform of those affected by mortgage), public authorities as well as residents and individual owners. The participation process took place in 4 phases:

·         The initial analysis ;
·         A perception survey/questionnaire;
·         An online debate;

·         Face-to-face workshops

The analysis and the survey served to outline and frame the problem, the online debate to receive feedback and proposals, and the workshops to work more in detail and deeply on the proposals and devise some real measures.

According to the minister of the Department of Housing and Citizen Participation, the introduction of the face-to-face workshops in any participatory process is the key to provide quality proposals. Besides, the workshops have an educational function as they help the citizens and the administration to empathize with each other.
Basing on the proposals received online, there was made an analysis of the most mentioned problems. These topics were worked on during a public innovation workshop and finally the results of all the participative process were presented in the form of 3 main initiatives:
Ø  Encourage hoteliers to provide housing for seasonal workers;
Ø  Launch the ethical rental program;
Ø Organise Co-housing days where alternatives to private housing will be explored.

Resource: http://transparencia.cime.es/Contingut.aspx?IdPub=66379
