         <description><![CDATA[<div>1. the <strong>tragedy of the commons </strong>is a situation in which individual users, who have open access to a resource unhampered by shared social structures or formal rules that govern access and use,act independently according to their own self-interest and, contrary to the common good of all users, cause depletion of the resource through their uncoordinated action.<br><br>2. <strong>exploit it and move on</strong>：This can lead to overfishing and a sharp decline in fish populations. The environment does not have enough time and space to recover, which eventually leads to the depletion of the fish population.</div><div><strong>privatization ：</strong>The public water is divided up for fishermen. This way each fisherman has an interest in maintaining the value of their own waters through sustainable fishing. Everyone will bear the full consequences of overfishing and everyone will learn how to manage their waters sustainably.</div><div><strong>establish systems of governance to prevent unsustainable or damage practices ：</strong> The relevant authorities could establish regulations and a taxation system for fishing and create penalties for overfishing. But a mandatory system may cause resentment and resistance from fishermen. If management institutions are strong enough, the prospects of overcoming these problems are expected to improve.<br><br>3. Establish governance systems to prevent unsustainable or harmful practices. This approach addresses the problem by managing access to shared resources rather than changing ownership patterns.</div><div>This approach is in principle applicable to the widest range of issues. However, it is clear that any regulatory rules regulations or tax regimes established to address environmental issues are bound to be controversial particularly where traditional access rules have to be more stringent.<br><br></div><div>The benefits or costs of any environmental policy or regulation are necessarily distributed</div><div>unevenly, leading to disputes over which regulation or policy to adopt and possibly future compliance issues. These disputes and challenges characterise all efforts to address environmental issues or manage common resources. Yet if there is a strong hierarchical authority that can make decisions and enforce them, the prospects of overcoming these problems and establishing effective management can be expected to improve considerably. Most would therefore agree that within a well-developed state, state regulation and control is a potentially effective way of managing local or national resources.</div><div>However, no sovereign state can be legally compelled to comply with international law that they do not agree with. No single world government has the power or authority to impose rules on the globe. This is the difficulty that global governance has always faced.&nbsp;<br><br>4. Yes we have.because it is in the nature of environmental matters that many of the consequences of our actions may not be felt for decades or even centuries. Industrialization, for instance, had advanced for some two hundred years before concerns were raised about the depletion of finite oil, gad or coal.&nbsp;<br>This has forced ecologists to develop ideas about intergenerational justice, suggesting that our obligations extend beyond the present generation to future generations, encompassing the living and the yet to be born.</div>]]></description>

         <description><![CDATA[<div>1.The tragedy of the commons is a problem in economics that occurs when individuals neglect the well-being of society in the pursuit of personal gain. This leads to over-consumption and ultimately depletion of the common resource, to everybody's detriment.<br>2.<br>(1).Exploit and move on:&nbsp;<br>The decline of fish population caused by overfishing requires sufficient time and space for environmental changes to repair.</div><div>(2).Privatization:&nbsp;<br>The allocation of public water to fishermen can stimulate their interest. By doing so, each person can learn how to sustainably manage a piece of water that belongs to them.</div><div>(3).Establish systems of governance to prevent unsustainable or damaging practice:<br>You can set up regulatory rules such as increasing provisions and taxes. One thing to be aware of is that if the system is too strong, it will trigger a revolt among fishermen.</div><div><br>3.Solutions to the tragedy of the commons include the imposition of private property rights, government regulation, or the development of a collective action arrangement.<br>One possible solution is top-down government regulation or direct control of a common-pool resource. Regulating consumption and use, or legally excluding some individuals, can reduce over-consumption and government investment in conservation and renewal of the resource can help prevent its depletion. And also some solutions to the tragedy of the commons include the imposition of private property rights, government regulation, or the development of a collective action arrangement.<br>4.Under international norm, every person has the right to live in an ecologically sound environment adequate for their health, well-being, dignity, culture and fulfillment. Therefore, it is incumbent on everyone to promote, preserve and protect environment against any kind of degradation.</div>]]></description>

         <description><![CDATA[<div>1.People overuse the common resources, resulting in resource exhaustion. The reason it's called a tragedy is because each side knows that the resources will run out due to over-exploitation, but everyone feels powerless to stop the situation from getting worse.<br>Tragedy of the Commons is an economic problem where individuals have access to a shared resource and act in their own interest, at the expense of other individuals. This can result in overconsumption, underinvestment, and depletion of resources.<br><br>2.&nbsp;<br>A. The 'Exploit and move on' agricultural model, but this is no longer suitable for widespread use. Because the environment cannot be restored, there are fewer and fewer places to move.</div><div>&nbsp;</div><div>B. A change in land ownership is the privatization of land, so that everyone has the ability to vacate and manage their own land. Land privatization can play an important role in improving the management of land resources, but only if landowners have a clear interest in the long-term conservation and management of the resources they manage and have the capacity and knowledge to play an effective management role.</div><div>&nbsp;</div><div>C. Establishing governance systems to prevent harmful practices is an approach that is applicable to the widest range of issues, but may face controversy in its implementation, especially against traditional ideas and norms.<br><br>3.<br>A. The system is dynamic and will change over time.<br><br></div><div>B. Controversies remain over the development and operation of uniforms and the understanding of how to determine their effectiveness<br><br></div><div>C. No sovereign state can legally be compelled to enforce international law they do not agree with because it is difficult to do so</div><div><br><br>4. For younger generations, providing sustainable development to avoid over-exploration is important, also, each individual should aware of the disadvantages of over-exploration, such as the waste of public resources.<br>We need to make the changes now to be able to help plenty generations past us. This generation needs to leave the next generations viable resources to live off of and to be able to reproduce. If we destroy the environment that future generations are supposed to live in, there is not going to be a safe place for them to live in.&nbsp;</div>]]></description>
