         <description><![CDATA[<p>I believe the Government is the most important characteristic because the Government includes most of the fundamentals. Such as social structure, written language, religion, technology, and arts. This is why it's important. The Mesopotamia government also includes the stone stehle, which is a major part, the stehle includes art and written language as well. This is important because the stehle has all the rules on it, and it affects the daily lives of Mesopotamian people because they know the rules + they have to be aware of the things they are doing. In the Government document "This was a set of 282 laws that were carved into stones and placed in public areas so that everyone could see them." This shows that there are a lot of rules that took place and that people had to be aware of it. +it affected everyday lives. In document Government "The Code of Hammurabi was meant to ensure that people would fix the harm they caused" This also shows that people must've been scared. </p>]]></description>

         <description><![CDATA[<p>Another reason why I think that government is the most important characteristic is that people can come together and make teamwork/community. In the government document "Mesopotamia was one of the earliest <strong>civilizations</strong> to establish a form of <strong>government</strong>. At first, Mesopotamia was made up of various <strong>city-states</strong>. However, conflicts and conquests led to multiple forms of government over time." This shows that people would come together and form a bigger city and become more powerful, also with the government. And this also connects to other characteristics as well because social structure is a way people come together as well. And there must be some arts to it so the bigger empire can form together. Another piece of evidence from the government document "We know religion, social structure, and laws were important to early Mesopotamian rulers. Intriguingly, some historians see the Code of Hammurabi as more <strong>commemorative</strong> than <strong>judicial</strong>." This shows that the code was also important to the people as the king created the code of Hammurabi so it would make sense that the code would mean a lot to them if their king had died, as the last thing he had built for them. </p>]]></description>
