If insulin can not open the cells up, glucose stays in the bloodstream increasing the blood sugar.

For most type 2 diabetics their glucose level may still be very high at times. Since type 2 diabetics already have insulin in their bodies but are not as effective, their glucose level get increase a lot overtime.

You get diabetes when too much sugar is in your blood stream. Glucose (sugar) is a source of fuel from our bodies usually from the foods we eat. Insulin (found in the pancreas) is a hormone that regulates how much sugar or glucose is circulating in your blood stream to maintain normal levels of blood sugar. If you do not have enough insulin then the sugar stays in your bloodstream leading to diabetes.

Type 2 diabetes, unlike type 1, still makes insulin but the body does not respond to it. Insulin acts as a "key" to allow glucose to enter a cell for energy. However, this "key" is "broken" so glucose is less able to enter the cells which causes blood sugar levels to increase. This causes the pancreas to produce more insulin but at a certain point the pancreas "wears out" and stops making insulin to maintain blood glucose levels.
