The Failure of the 13th Amendment

On February 1st, 1865, the 13th Amendment was proposed by Congress and was later ratified on December 6th of that same year. In this amendment, it is stated that "Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction". Hence, the 13th Amendment abolished slavery all over the United States. But even though this ended slavery, it did not improve the slaves' conditions because they were still being discriminated against by anti-black societies and the Black Codes in the South. And since freedmen couldn't get any jobs, they had to turn to sharecropping which worsened the case of freedmen because they would always be in debt and most likely be put into prison. In addition, if freedmen were seen to be unemployed, then they would be put into chain gangs, also known as peonage, where freedmen had to work intensive labour for free while many of them were chained together. This is due to the Vagrancy Laws of 1866 which prosecuted blacks for many reasons, one of them being idleness.

The Failure of the 15th Amendment

On February 3rd, 1870, the 15th Amendment was ratified and as it stated that "The rights of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude" which gave rights to equal voting for all males. However, as the Reconstruction was on going, many anti-black societies were on the rise, two of which were the Ku Klux Klan and the White League. The main goal of these anti-black societies was to restore white supremacy by stopping blacks from applying their rights such as voting. Hence, the 15th Amendment did not work because these anti-black societies stopped black men from voting. And also, there were also rules that prevented black men from voting such as the Grandfather Clause, prevented people whose grandfather was a slave from voting, and the Literacy Test, stopped people who could not read from voting. Therefore, all freedmen could not vote because their grandfathers were slaves and they did not have an education; therefore, they could not read. In conclusion, the 15th Amendment didn't work.

African-American Incapacity to get out of Sharecropping

During the Reconstruction, black slaves were given freedom and rights. However, they weren't given economic support. This led to the sharecropping system where freedmen worked on plantation owned by a rich white farmer and had to give at least 50% of their revenue to the owner. Since freedmen were in debt, this system prevented them from ever paying their debts due to the social prejudice against the freedmen, the weather condition and the landowner taxes. Therefore, the sharecroppers would never be able to get out of sharecropping because of their debts which would cause them to go to prison.

The Economic Panic of 1873 was a economic crisis that appeared in 1873 after the closure of one of the major company of the United States, Jake Cook & Co. This led to a sudden growth in unemployment as the company was a figure of the American industry as they invested into railroads and had a huge influence upon many other companies. After that they declared bankruptcy, many people feared a major economic collapse and took their money off banks. As banks were closing, other business were also forced to close due to this economic collapse. This caused people political interest to shift toward their own economic survival at the expense of the African-American social integration and rights.

Confederate States Readmission the Union

After the Civil War, an important issue arose: how to reintegrate states into the Union. This caused a huge debate between the succeeding presidents, Abraham Lincoln and Andrew Johnson, and Congress. They had opposing plans, the 10% Plan by both succeeding presidents and the 50% Plan by Congress. Both plans were similar in the sense that both required that the Southern states swear allegiance to the Union, the difference was the amount voters that swore the oath. Both presidents wanted only 10% of voters to swear allegiance because they wanted the South to quickly reenter the Union, while Congress wanted 50% of voters. This cause massive debates on who should take control of the Reconstruction, the president or Congress. Johnson wanted to keep a stable and subservient workforce for the South while Congress wanted to help freedmen in integrating society as equal citizens. Therefore, some sort of fight was going on where Congress was trying to pass laws and acts to aid freedmen but Johnson vetoed most of them which ultimately got him impeached.

Due to the Civil War, the South economy was in a desperate situation. The South lost all of their crops and had all of their livestock plundered by Northerners due to the war. In addition, their main source of labour, slaves, was dismantled which caused them 2 billion dollars in wealth, and they also had to pay heavy war debts. Nevertheless, Some northerners, called Carpetbaggers, took advantage of the situation by buying for a really low price southern lands. Furthermore, Carpetbaggers took advantage of freedmen and Confederates to make profit. This caused a major problem for the South as they did not have much economic influence in their own states.

Since the South receded from the Union, their political influence was close to nil. The North had the absolute political control could direct every aspect of it. Therefore, there was a huge political unbalance in the central government between the North and the South. Due to this, many Southern Democrats, Scalawags, betrayed their party to join the Republicans which caused the Republicans to grow in power. Furthermore, because of this unbalance in power, a problem arose of how to give back power to the South and to prevent them from returning to their old ways.

As the job competition grew, many poor white started to antagonise freedmen as they considered them the reason for their poverty. This heavily contributed to the growth of racism and the development of white supremacist societies.

To avoid this problem, a possible solution is to give a financial help to the new freedmen. this would have helped the to establish a independent economy. like this, they won't depend on sharecropping, which is a system that leads to eternal debt. Furthermore, lands from ancient slaveowner could be distributed equally between the former slaves.

A way to solve this would be to accept a Confederate State back into the Union if 30% (between 50% and 10%) of voters swear allegiance to the Union and if the states accepts the 13th Amendment which would abolish slavery completely in that state. Furthermore, a Confederate State can only be accepted back into the Union every 4 months which is at a quick enough pace for President Johnson and it will not overwhelm Congress with Southern representatives.

To solve this problem, each state will have to pay a certain amount in war debts every year for 10 years which will not cripple the state economically because it is a yearly debt over a long time period opposed to a debt that has to be payed immediately. This gives enough time to the states to make themselves economically prosperous again without the help of slavery. Furthermore, to prevent Carpetbaggers from having control of Southern economy, only one acre of land in the South will be able to be purchased by a Northerner. This will prevent Carpetbaggers from buying all the land in the South.

Since they were former slaves, then they used to work on plantations; therefore, those plantations can be divided up into lands of equal lands for each of the slaves that used to work on it. Hence, this would enable slaves to grow their own food on land they own, which means that they won't have to pay debts to a landowner. This would allow freedmen to live without debts.
