The UN system actors include WHO—which is playing a major role in all areas—together with key UN entities—UNICEF, WFP, UNDP, UNFPA, UNDP, OCHA and the World Bank.

Classification of the disaster - 
Was a Natural Disaster as it was a Biological Epidemic. On 30 Jul SL declared a state emergency and deployed troops to quarantine hotspots. The UN Mission for Ebola Emergency Response (UNMEER) was the first ever UN emergency health mission established on 19 Sep 2014. 

It closed on 31 Jul 2015, having achieved its core objective of scaling up the response on the ground and establishing unity of purpose among responders in support of the nationality led effort. 

Sep 2014 UN Security Council passed resolution 2177, which stated that the Ebola outbreak was a threat to world peace under article 39 of the UN Charter. First time UN SC determined a health issue to be a threat to world peace.

  • The initial response to the outbreak was characterized by confusion, chaos and denial. While a country can be overwhelmed by a serious outbreak, a situation in which WHO fails to mobilize the assistance needed to help a national government take control of an epidemic is unusual. The rest of the international community was, meanwhile, slow to rally. The window of opportunity to contain the outbreak through conventional control approaches closed, and the outbreak became a humanitarian crisis.
  • A number of international actors poured resources and expertise into the response,
    including through a specially created UN Mission for Ebola Emergency Response (UNMEER).
