         <title>President Lincoln&#39;s Plan</title>

         <description><![CDATA[<div>1. Reconstruction began after the Civil War in 1865. He declared that each remaining Confederate state—Alabama, Florida, Georgia, Mississippi, North  Carolina, South  Carolina, and Texas could be readmitted to the Union if it would meet several conditions.  Each state would have to withdraw its secession, swear allegiance to the Union,  annul Confederate war debts, and ratify the Thirteenth   Amendment,  which abolished slavery. After ten percent of those on the   1860 voting lists took this oath of allegiance, a Confederate state could form a new state government and gain representation in   Congress. 13th Amendment outlaws slavery. He was very lenient on the reconstruction policy. He also agreed with the 10% plan. He also wanted to pardon confederates unless they where high ranking officials.<br>2. Lincoln gave the south an opportunity to make up for starting the war. He was allowing them to join the Union if they swore to be loyal to the Union. Also, the high ranking Confederate officers and soldiers that committed war crimes would not be given this opportunity, which was fair because they were the main players in the war. <br>3. The Radical Republicans rejected Lincoln's plan because they believed it was too lenient toward the South. The Radical Republicans believed that Lincoln's plan for Reconstruction was not harsh enough because they thought that the South was guilty of starting the war and deserved to be punished harshly. They also rejected it because of Lincoln’s failure to address the demands of former slaves in three areas: land, voting rights, and protection under the law.</div>]]></description>

         <title>Radical Republican Congress Plan</title>

         <description><![CDATA[<div>1. The Radical Republican Congress Plan was run by Senator Charles Sumnerwanted and Thaddeus Stevens. Their plan was to destroy the political power of former slaveholders. They also believed that former slaves should be given full citizenship and the right to vote.<br>2. This was the only group that wanted to make former slaves equal to whites and even consider them human. They wanted to give them the same rights as everyone else.<br>3. The idea of African-American suffrage was really drastic for its time. No other country at the time had abolished slavery had given former slaves the opportunity to vote. They blamed Congress for the reconstruction. </div>]]></description>

The Radical Republicans also wanted to achieve this goal. The Radical Republicans also believed that Lincoln was being to soft and not punishing the south enough. </div>]]></description>

         <description><![CDATA[<div><strong>The 14th amendment</strong> was created to make everyone more equal. Everyone that was born in America was granted citizenship. This also included former slaves. The 14th amendment also ensured that all the citizens of the United States would be given equal protection of the laws. <br><strong>Freedmen's Bureau Act</strong> was created to provide food, shelter, clothing, medical services, and land to displaced Southerners, including former slaves. <br><strong>Civil Rights act of 1866 </strong>was created to make everyone equal and allow everyone a fair equal chance." all persons born in the United States, hereby declared to be citizens of the United States." "full and equal benefit of all laws and proceedings for the security of person and property.”<br><strong>Reconstruction act of 1867-<br></strong>1) All males, regardless of race, but excluding former Confederate leaders, were allowed to participate in the constitutional agreements that formed the new governments in each state.<br>2) States were required to approve the Fourteenth Amendment in order to be readmitted to the Union.<br>3) The South was divided into five military districts and governed by military governors until acceptable state constitutions could be written and approved by Congress.<br>4) New state constitutions were required to provide for universal manhood suffrage (voting rights for all men) without regard to race. </div>]]></description>

         <description><![CDATA[<div>Two successes <br>The 14th Amendment and worked well because it gave citizens laws, food, shelter, clothing, medical services, and land. Homeless former slaves were given land and a job. <br>The civil rights act of 1866 allowed everyone an equal opportunity. <br>Northerners come down to help with education, access to health care, manage programs to rebuild the south.<br>African Americans voting and representations: Black Congressmen and Senators are elected. Black governors, state and local government representatives.<br><br>A failure is that the southern states were too poor to manage Reconstruction programs. The southern states were a big part of the reconstruction plan but they did not have enough money to support it. Another failure was lack of unity in government took away the focus of Reconstruction. This is because the government were not really paying attention to what the reconstruction was trying to do.</div>]]></description>

         <description><![CDATA[<div>Why Did Reconstruction Fail?<br> <br>During the Reconstruction period southern Democrats promised to protect civil and political rights for blacks. There was a lack of political focus on black rights to help them. Another reason why it failed is because Southern states were too poor to manage Reconstruction programs. They couldn't do everything because they didn't have enough money to do so. Another factor like I said before was the lack of unity in government took away the focus of Reconstruction. This was the case when the reconstruction was not there main priority it all fell apart and ended up failing to work.</div>]]></description>
