         <description><![CDATA[<div>-English language Learners (ELL) are just learning English for the first time.<br>-Teachers have English language proficiency (ELP) standards that they must follow to ensure students are learning at the right pace.<br>-The ELP standards help teachers classify where ELL students are proficient in English.<br>-Assessments let teachers see what the student knows and is still struggling with. </div>]]></description>

         <description><![CDATA[<div>-Teachers give assessments to ELL students not knowing if the test is valid or not.<br>-If a test is not valid, the teacher must create an assessment that is and in a way the student will comprehend and understand.<br>-The standards created by the NCLB act has left no time for teachers or administrators to check the assessments for validity.<br>-Teachers do not have the proper tools to administer and create assessments for ELL students. </div>]]></description>
