Michael E. Brannon (Brannon) was arrested for DUII (Driving Under the Influence of Intoxicants). On his TSPC application, Brannon failed to answer honestly character Question #9 which asks if the applicant has any past or pending criminal convictions. By For failing to answer honestly on his TSPC application, Brannon was given a 30 day suspension of his teaching license. (Principle I, IV)

Public Reprimand:

While serving as a teacher at Chehalem Elementary School, Jerry Ackerman was reported by the staff to be routinely using improper and disrespectful speech in reference to coworkers as well as having observable displays of frustration. As a results of these actions, Ackerman received a letter of reprimand from the school district was subsequently placed on administrative leave for 30 days and directed to seek counseling. (Principle II-g)

Revocation:

In his Myspace page, James Breedlove, made a posting entitled "Guidelines for Male Teachers of Teenage Girls" which included numerous sexual references to students. Breedlove’s postings were found to be inappropriate for student-teacher relationships and his teaching license was revoked. (Principle II-g)

Beebe has been licensed by the Commission since August 2003 and holds a current Initial I Teaching License in Technology Education for high school, valid until October 2010. He submitted his renewal application on time. On September 5, 2007, while assisting a student with severe developmental disabilities during diapering, Beebe struck the student; another teacher witnessed the incident. Medical staff and law enforcement found no visible injuries to either party. 

Probation: 

On August 9, 2005, Ms. Cantwell entered into an agreement with the Commission resulting in a Public Reprimand and four years’ probation on her Basic Teaching License due to multiple incidents involving alcohol-related arrests and misconduct. Key events included DUII arrests in 2003, 2005, and 2008, consumption of alcohol on school property in 2004, and a misdemeanor burglary conviction in 2008. She underwent in-patient treatment programs in 2005 and 2009, was placed on probation by her district, and was required to report all relevant incidents within ten days as part of her agreement. Failure to comply with reporting requirements was noted. All stipulations were reviewed and agreed upon by Ms. Cantwell and the Commission's Executive Director. 

Revocation: 

Bliesner did not request a hearing and is in default. He has been licensed to teach in Oregon since August 23, 2000, with a valid Five-Year Career and Technical Teaching License in Manufacturing Technology, issued December 22, 2008, and valid until December 21, 2013. While employed by the Colton School District, on November 18, 2009, Bliesner struck a student on the chest and pushed him, telling the student, "Quit screwing around." 

CONCLUSIONS OF LAW 

Benjamin Ralph Bliesner's actions, as detailed in findings #2 through #5, constitute gross neglect of duty in violation of ORS 342.175(1)(b) and various sections of OAR 584-020, including failure to use professional judgment, not recognizing the worth and dignity of individuals, unreasonable physical force, and not maintaining appropriate adult boundaries with students. The Commission holds authority to discipline under ORS 342.175. 

Suspension of Licensure - Mr. Regan was accused of drinking alcohol on the job. He initially denied it, stating he had a tooth issue and had used mouthwash which explained the alcohol on his breath. However, when asked to take a breathalyzer test, he blew a 0.04 BAC and admitted to drinking in the early morning before reporting to work. (Principle III.b)

Revocation and revocation of right to apply for licensure - During the 2017-2018 school year, Mr. Wroblewski engaged in sexual conduct with a minor-aged student. The following investigation concluded that the conduct also violated other teacher/student boundaries and used marijuana with the student. (Principles II.c,e,f,g,h,i,j and III.a,d and possibly more)

McCaffrey was charged with two counts of Sex Abuse III - of which he gave his 16 year old step daughter a full body massage while she was fully unclothed and the massage included McCaffrey massaging her buttocks and sides of her breasts. McCaffrey claimed she suffered from severe scoliosis that caused her pain.. Violation: Principle II-a

Reinstatement and Probabtion

Mettee was convicted of three counts of false reporting to police, one of which included a false report of a gunman at the middle school. His license was revoked and he was required to provide evidence of counseling and treatment that addressed his condition that resulted in his making the false reports. After providing the evidence, he was again denied and Mettee’s mental health professional reached out with a psychological evaluation and requested the Office of Administrative Hearings. After consideration of the evaluation, Mattee’s therapeutic history and his employment history since conviction, they voted to re-instate his license with 4 years probation. Violation: Principle I

Revocation:

Anson entered a sexual relationship with former student (18 years old) in Europe the summer following his high school graduation. They traveled individually and made agreements to meet up in Europe. Their sexual relationship continued after their return to the U.S. Anson’s license was revoked after it was decided that she used her professional position to further her romantic interests with her former student. Violation: Principle II – c; II – e; II-k

Revocation: Ms. Hughes already had a history of reprimands. In 2014, she used a school computer and an internet connection to access a patron's email and download intimate images of the patron's wife. Then, Ms. Hughes attempted to extort payment from the patron over disputed monies Ms. Hughes claimed he owed her. She threatened to upload the images onto social media. Her teaching license was revoked. (Principle 5.a, 5.f, 10.b, Section 33-1201.a)

Reprimand: Mr. Neese was operating a school bus with 10 children. He became distracted and drove the bus into a ditch, causing damage to the bus and the fence. No children were reported at the time. Mr. Neese was given a reprimand. (Principle 1, 5.a)

Probation: Mrs. Jackson's gross neglect of duty related to alcohol use at school. Despite warnings, she reported working under the influence, with a recorded blood alcohol level of 0.044 and 0.048. (Principle III, B)

Alexander Ahlgren

Suspension: Alexander Ahlgren received a 30-day suspension of his educator license for misconduct related to classroom management. Incidents included losing control of a class, raising his voice, and inappropriate physical contact with a student. The Commission determined this constituted gross neglect of duty, citing violations of professional judgment, student respect, supervision, and maintaining a safe learning environment. (Principle II, A)

Arthur Pels

Public Reprimand/ Probation: Arthur Pels received a public reprimand for gross neglect of duty. He made inappropriate comments to a female colleague, reported as sexual harassment, and showed students an unapproved music video (“Hot for Teacher”). (Principle X, B, Principle II, F)

Revocation – Mrs. Cameron engaged in an inappropriate and sexual relationship with a 17-year-old student, which involved inappropriate and explicit text messages and photos, hotel stays paid for by Mrs. Cameron where sexual intercourse occurred, and late-night visits where Mrs. Cameron would pick up the student and take him to empty parking lots. The student’s mother engaged Mrs. Cameron on Facebook Messenger, ultimately stating that if Mrs. Cameron did not resign then she would contact authorities. Mrs. Cameron resigned shortly thereafter. Months later, during an interview with a commission investigator, Mrs. Cameron made false and misleading statements and largely denied her role. When presented with evidence, Mrs. Cameron continued to deny her role and became ‘uncooperative and elusive.  Her educator license was revoked. (Principle II.a, II.c, II.e, II.f, II.g, II.h, II.i, II.k, IV.g, X.a, X.c)

Public reprimand & suspension – Mr. Helland, who was a Speech and Debate coach, coached and judged at a speech and debate competition at another high school. Mr. Helland was assigned a classroom at this high school to use for his competition events. While sitting at the teacher’s desk, Mr. Helland saw and decided to steal a set of Magic: The Gathering playing cards. This was reported and subsequent viewing of school video footage confirmed that Mr. Helland took the cards. During the investigation, Mr. Helland admitted to taking the cards, returned the cards to the teacher, and the teacher decided not to press charges. Mr. Helland was issued a public reprimand and Last Chance Agreement, as well as a five-day suspension without pay. (Principle X)

violation / misconduct: violated Professional Standards and Practices. He injured a student by pulling the chair out from under them while they were trying to sit down. Springer also lifted and dropped a desk near another student who reported back pain after.

Suspension/Probation – Dana Basque, a special education teacher, was the subject of a complaint alleging poor classroom management in a special education environment. He had told students to “take these home and cry over them” when referring to student writing assignments. He acknowledged that while he should have used different words, he was trying to encourage students that they were capable of better work. The commission found him at fault for gross neglect of duty for failing to “recognize the worth and dignity of all persons and respect for each individual” and “use professional judgment,” according to Oregon teacher standards.  His license was suspended for 90 days, and he was placed on 4 year probation. (Principle II.k)

Revocation – Mark Warren, a licensed substitute teacher w, was investigated by the Oregon Internet Crimes Against Children Task Force and was found to have participated in sexually explicit conversations over the internet and telephone with multiple females aged 12 to 16. His teaching license was permanently revoked. (Principles II.c, II.d, II.e, II.f, II.g, II.h, II.i, II.k)

Revocation: On May of 1012 Mr. Anderson was investigated for having conversations that were of sexual nature with someone who made themselves known to be a minor. He violated Principle II, for committing and soliciting sexual acts from a minor, and was revoked of his teaching license.

Suspension 60 Days: Ms. Campbell was reported by the Superintendent for forcefully yanking a student up into a chair. A year later in 2013, Ms. Campbell grabbed a student by the shirt and pulled him back into the room (during class) after she told him to "go home". During the 2012-13 school year Ms. Campbell had inappropriate conversations about her students personal issues. She violated Principles II, for child abuse/cruelty, and Principle VII for breach of confidentiality regarding students information.
