         <description><![CDATA[<div><em>Inference:</em> <strong>In areas where flash floods occur, houses built on hills are more expensive.</strong><br><br><em>Textual Evidence:</em> "As the flash flood water move downhill, they gain speed and power." and "These waters can submerge houses, injure people and animals, and cause various other kinds of damage."<br><br><em>Explanation:&nbsp;</em>If flash floods can destroy houses, then houses built on hills are more likely to not be flooded.  People want to be safe, and will pay more for houses that won't flood.</div>]]></description>
