You talk alot about visual permeability and attracting passer-by, I am fine with the idea. Do explore further of your last few sentences - what is the role of the library, who is it for, how it can cater the needs of the people and how it is responding to all your concept mentioned, in layers of information over the site and built form. Basically continue where you have shown in your massing model. Implosion. Simple and yet powerful approach - tie in with its social aspect as well as the orderly chaotic nature of street life. 
I like the idea of passive solution of solving on going social challenges. Visual permeability, physical connectivity, increasing traffic and hence activities as such - explore more in terms of built form, cut sections, massing etc. 
There are many possible options, the answers are always within the layers of existing data. Extrapolate the information within the site and context. Anyway, you have a strong concept but I would like to see how the idea can be presented in series of layers, over to your site and bigger context, and hence of the urban response your massing / built form. Make them presentable set of information.

I do want you to extrapolate the collective data, contextual analysis, layering over your site and surrounding, and place a much stronger stance of the proposed community library. 
The connection with existing faith and culture is a small part of the story. The essence of the place,  should be explored further than what you have shown.
Values of social & economic existence, existing physical condition ie open spaces behind existing site, the presence of activities in and around the site context.

Then, the study on the morphology shows the concentration on one part and spread out to other areas. Same thing happens with the street activities pattern. The activity starts early in the morning(lets include the pubs) on different places, it becomes like a starting point for the other activities. From that point, it spread out and becomes the crowd concentration in that place. It looks like a pattern to me. This is what make the Jalan petaling unique to me. Because it all started with history which gives the value to the culture and activities. 

And so the design concept will be harmony (as what I've mention in the previous tutorial) and my design intention is to have a space/ place for the community to gather and create a strong connection between the community. The reason why is because there's two temple on the site, chinese temple and hindu temple but these two temple are not really connected. These temples is like creating its own area which separates the community.
