Clearly there are more logistics to work out in this idea, such as how the psych evals are performed as well as practical tests and such, however it would help a great deal once done correctly. Also, in higher risk areas, weapon type should be controlled as well. For an example, in New Jersey we don't have grisly bears, we don't need powerful firearms.
