The player sometimes feels he should have more jurisdiction on how he plays because he feels he can "see the field" better than the coach. However the coach tends to get his way knowing he has seniority over the player and controls the players playing time.<br><br></div>]]></description>

Congress is separated by the House and Senate with different leaders; neither whom can speak for the other. Fragmentation occurs through partisanship which serves as a common bond between members of the same party. Each House and Senate standing committees has different jurisdiction over bills in a particular area. The major function of congress is to enact legislation but only occasionally take lead on national issues. <br><br>Image- My image represents the incumbency that is strived to become reached with the members. I believe that members of congress that are already elected have a much higher advantage of being reelected, and the red balloon displays that it has the advantage such as someone who is already in congress does. <br><br></div>]]></description>

Congress is a fragmented institution. They are separated into a bicameral legislature. Each section is known as either the House of Representatives or the Senate. These two chambers work together in decision making or lawmaking functions. However, the leaders of each chamber cannot speak for the other chamber. The major function of Congress is to enact or create legislature. The second most important part of the Congress is their representation function. This gives them a voice for the people they represent as well as the state they represent. Their third and final most important function is oversight. This allows the Congress to take a deeper look into things and truly implement new legislative acts. <br><br></div><div>Image Explanation: This image shows how I see a bicameral legislature. There are two "chambers" well in this case people working together to solve an issue just like the Bicameral legislature we have in congress works together when creating bills and using their various powers and functions. I believe that when working together these two chambers can have good problem solving ability and are also progressing in their lawmaking functions. So as in this image the bicameral legislature is similar to this image firstly in its imagery.</div>]]></description>

Although in a case of controversial issues or scandals they do run the risk of not being reelected. Incumbents must be able to adapt to changes and face new/opposing members. Their seniority does over power any disadvantages this may bring. PACs, Super PACs and interest groups are more likely to support someone that has been in office longer.</div>]]></description>

Chapter 11 covered the many obligations that Congress is granted, from the requirements of election to the process in which a bill becomes law. The United States Legislature is bicameral which means it is separated into two parts, the Senate and the House of Representatives. One of the most important jobs of Congress is the Oversight committee that oversees supervising the executive branch and how laws are being implemented. 

 
This image represents the Congress as a whole. Senate being the zoo keeper and the animals being the House. The House out numbers the Senate by over 300 people and many have different opinions much like different species, although there are some may who also agree with each other like some species who are cohabitants. </title>
