Funding could also be focused more into hand-on activities and field trips instead of technology because of the administration's views on use of technology in the classroom.

Some school systems have different priorities for their student academic achievement and may put funds towards other aspects of a students life/learning environment.

In wealthier districts, students automatically have more access to technology outside of school, whereas people living in poorer areas can have limited access to technology.

I am at a school that revolves their entire curriculum around STEM but a large majority of my students are coming from low-income families.
