If they catch any criminal doing something then they might report it to the police and as you might know, the police are very powerful in terms of catching criminals. Although, March gets stopped by the police very often and a big downside for march is that the law is against him which is highly powerful so if he gets caught by one of them then it wouldn't be so good for him.
