         <description><![CDATA[<div>The Francis Report is a public enquiry by a man named Robert Francis QC who was a barrister with extensive experience of clinical negligence claims. The enquiry was into poor care which happened between January 2005 and March 2009 in the Mid Staffordshire Foundation Trust, and the reasons why none of the organisations in charge of regulating or managing the trust saw problems sooner.</div>]]></description>

It has promoted equality through making it easier for those in the health sector to question their superiors without ant fear of repercussions, it also aims to follow though on the concerns that are raised.  </div>]]></description>
