Being lenient with the former confederates would encourage southern Unionists to join the Republican party and thus prevent Democrats from regaining strength.&nbsp;<br>2. Reunify the country so we could could move on from the war.<br>3. Have small groups of Union loyalists control the states instead of the Federal government.<br>4. Most importantly, end the war (it was released in late 1863) by motivating the South to surrender with these fair terms.</div>]]></description>
