What is the process then for ENL students that have demonstrated they might have learning deficits outside of being an ENL student? What additional interventions can we use for ENL students that may need a 504/IEP?

When the emotional needs of students are so great that the student has difficulty learning, how are we addressing their needs? Many of these emotional issues stem from problems that we "cannot fix". How are we addressing the needs of our students who are behaviorally challenged due to emotional situations beyond our control? These students are often the most disruptive in the classroom and impede the learning of ALL the students.

Modifications typically lower the learning standards for the student, this will not effectively prepare them for Regent's exams that test at the standards level. If we modify...won't we set them up to fail the Regent's exams?

What if you find success with a student in tier 2 or 3 but it is a strategy that is not realistically sustainable throughout the year? Does that suggest that the students needs to be tested? In addition, what if it is a matter of the student just needing someone to sit with him/her to keep them on task or preparing for class/assessments weekly in order to be successful? Student teacher ratio makes this challenging and not realistic.
