King Leopold was the King of Belgium who attended the Berlin conference to claim land in Africa. He claimed The Congo at the Berlin conference. He carried out all the plans and turned The Congo into a real life hell.

King Leopold is the one accountable for the death of 10 million Congolese people. Even though he truly never stepped foot in the Congo however he carried out evil plans and had people do his dirty work for him. He exploited the resources of The Congo, he enslaved thousands of Congolese people, created a brutal system, faked being a humanitarian while secretly gaining wealth from the Congo's resources. He killed millions just for more power and wealth. He was a truly evil man because of even after he got exposed and new his rule and brutal plans were over, he sold the Congo to the Belgian government who he knew would try and still carry out his evil plans. He was truly one of the most evilest man ever. He also created the force Publique which carried out most of his evil orders. Therefore since Leopold created the brutal exploitation and made the Force Publiqe he used great atrocious and made the Force Publiqe who they are which made the Force Publiqe that made them do horrible things. The Force Publiqe would cut of hands of ones they killed, when they didn't kill a person they would still then cut off a hand of a live innocent person. King Leopold was truly evil.
