Billions of people being gone for 5 years then suddenly reappearing would almost be like a large number of refugees all coming to a single country at once. With that country almost certainly would not have enough resources for 5 billion people alone, but 5 billion people that were thought to be gone forever.

This kind of represents refuges because they are always traveling with no place to settle while on the run, even though in the scene the falcon and bucky get in the car refugee don’t have that option sometimes because not everyone can be trusted

This represents refugees because the girl “robin hood” is forced to constantly be on the move because of the dangers around her. In the scene she is said to be able to find refuge wherever she goes
