         <description><![CDATA[<div>An <strong>English language learner (ELL) </strong>is a student, not a program! </div><div><strong>English as a Second Language (ESL) </strong>is a program for English language learners who have had educational opportunities to develop age-appropriate first-language literacy skills. ESL programs are for students in Kindergarten to Grade 12.</div><div><strong>English Literacy Development (ELD)</strong> is a program for English language learners who have had limited opportunities to develop language and literacy skills in their first language. Students in ELD programs are most often from countries where their</div><div>access to education has been inconsistent, disrupted or even completely unavailable</div><div>during their childhood and adolescence. As a result, they arrive in Ontario schools with</div><div>significant gaps in their education. ELD programs are for students in Grades 3 to 12.</div>]]></description>
