         <description><![CDATA[<p><strong>Journalist:<br></strong>Deputy Minister, some observers suggest that the creation of the Hanoi Convention might overlap with existing global mechanisms, especially the Budapest Convention. How does Vietnam view this concern, and how will the Hanoi Convention complement rather than fragment international efforts against cybercrime?</p><p><strong>Suggested Answer (Deputy Minister Dang Hoang Giang):<br></strong>Thank you for this very pertinent question. Vietnam believes that diversity in cooperation frameworks is not negative, as long as they pursue a shared objective. The Hanoi Convention is built in full respect of international law and existing mechanisms, while also reflecting the perspectives and needs of developing countries - which are equally affected by cybercrime.<br> Our goal is not to create a parallel regime, but to expand the space for cooperation, foster dialogue, and strengthen capacities for all countries. Vietnam firmly believes that partnership based on respect and mutual benefit will connect these conventions, not divide them.</p>]]></description>
