Japanese Admiral Isoroku Yamamoto conceived the Pearl Harbour attack with Captain Minoru planning it. The Pearl Harbour attack was inspired by the book, "The Great Pacific War" by Hector Bywater and when Britain won the Battle of Taranto; Yamamoto then knew that the fiction book he had read could become their reality. Initially, Yamamoto did not want to go against the United States as he studied in Harvard staying in America for a little while which showed him how difficult it is to go at odds with America's industrial might.

A year before the attack on Pearl Harbour, President Franklin D. Roosevelt increased the numbers of American presence moving the Pacific Fleet from California into Pearl Harbour to keep away the Japanese at bay as well as providing training opportunities for the fleet. There was support from the journalists in the States agreeing with the FDR though many naval officers disagree as they believe it weakened the ability to respond againsts actual threats in the Pacific than intimidating Japan.
