<title>Hamilton created the Bank of the United States which could provide loans, collect tax revenue, and stimulate commerce and trade. This was because Hamilton used the Necessary and Proper Clause to limit Congress&#39;s power and give more the Treasury Department more power. This was significant because Thomas Jefferson coined the term &quot;Monarchical Federalists&quot; in which he accused Hamilton of abusing his power and emulating the Bank of England which Jefferson saw as a step toward monarchy.</title>

<title>During the French Revolution, the French ambassador to the U.S., Citizen Genet, violated Washington&#39;s proclamation of neutrality by enlisting volunteers to fight and getting munitions for France. This was because Genet wanted American support in France&#39;s war against England so he had to resort to means outside of Washington&#39;s wishes. This was significant because it led to hostility towards France from Federalist U.S. officials but enthusiasm towards the French Revolution from Democratic-Republican Societies across the U.S..</title>

<title>The Adams Administration engaged in the Quasi War with France, which wasn&#39;t an actual war but during which time the U.S. put an embargo on trade with France and repealed treaties made with France in the past. This was because of the XYZ Affair where French foreign minister Talleyrand demanded an exorbitant amount of money to even began negotiations of allowing a U.S. ambassador and to continue trade. This was significant because although Federalist, who were Anglo-files, were very much for these actions, Democratic-Republicans, who were Franco-files, were very much against it, and the parties became ever more divided when the Adams Administration passed the anti-French Alien and Sedition Acts.</title>

<title>Hamilton created the Federalist Patronage which created 500+ positions in the Treasury Department. This was because Hamilton thought that placing Federalists in the Treasury Department would promote unity and create a tight knit community. This was significant because the &quot;Middling Sort&quot; was outraged since they thought that they would receive the positions in the Treasury Department, so they started to shift away from Federalists.</title>
