Working with implementation of digital tools across developing countries, it is essential to use portfolio thinking for several reasons. Firstly, it addresses the complexity and novelty of digitalization, which often become obstacles to lasting change. With portfolio approach it becomes a constant process of learning, adapting and including all relevant stakeholders, especially on the country-specific level. Co-designing interventions is essential to avoid scepticism towards new digital tools and thinking about the lasting change in deferent spheres gives an additional incentive to carry out the project. So, locally-driven initiatives, fostered by knowledge sharing and sustainability are essential to any systemic and meaningful change.

It further enables adaptive learning, innovation, and resource optimization, while scaling successful options. By linking government, private sector, and civil society efforts, it will ensure coherence, inclusivity, and long-term impact across the green development pathway.
